Background Information - Pakistan

********The position is for an upcoming project and the joining of the candidate will be based on the signing of the project and funds availability. The duration of the contract may be from 6 to 9 months******* UNOPS Pakistan (Project Office) is part of the South Asia Multi Country Office in the Asia Region. UNOPS commenced operations in Pakistan in 1999 and significantly scaled activities up from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating flood in the nation’s history. UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management, monitoring and evaluation, community development, fund management, human resources management, procurement and infrastructure design and implementation.

Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.

With a steady growth of the project portfolio in recent years and a new strategic direction, UNOPS in Pakistan is currently implementing projects in the following thematic areas: WASH; Green and Clean Energy; Rule of Law; Health Procurement; and HR services.

Background Information - Job-specific

UNOPS through the funding support from donors is in the process of rehabilitation/upgradation/ solarization of infrastructure which involves basic health units/health facilities, schools and community infrastructure across various districts in Pakistan.

The Associate Civil Engineer will report to the Project Manager based in Islamabad and will oversee/provide technical assistance for the planning, designing and implementation of these works.

Functional Responsibilities

Technical Assistance - Study the scope of civil works/minor upgrade works/Infrastructure/solarization works and support the Project Manager in planning,implementation of these variety of infrastructure activities. - Provide support in reviewing minor upgrade work plans/drawings presented by the contractor during the planning and procurement phases (design and rehabilitation/ renovation). - Support the Project Manager in overseeing the construction quality at assigned sites and ensure the work is performed as per specifications by the contractors. Support in the planning of timely delivery of site progress reports, preparation of reports, update work plans if needed, keeping track of progress in between reporting moments. - Coordinate with the end user at field level and resolve any issues proactively which might arise due to contractors operation. - Provide support and guidance to the contractors and assists in resolving site problems, as necessary, incoordination with the Project Manager. - Attend the project site daily in order to monitor the works as per UNOPS HSSE and Quality Assurance Policies. - Report technical issues to the Construction Management Engineer/ Project Manager in a timely manner and ensure that the solution is implemented as per technical standards. - Check and verify the variation orders/claims submitted by the contractor and ensure the claim is accurate and as per the variation order. Ensure all technical inputs and cost estimates are accurate, provided in a timely manner and included in the project proposals and budgets.

Stakeholder Management - Coordinate with end-users, inspect and report on minor upgrade works requirements on all project sites. - Inspect and report on the Contractor’s works in progress, ensuring that the Contractor meets the high-quality standards expected by UNOPS. - Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager. - Check the Contractor’s set out and works, including compliance with Contract Specifications and ensure that the contractor comply with their work plans to complete work within the specified timeframe.

Monitoring - Ensure UNOPS Health, Safety, Social and Environmental management systems are implemented on site. - Closely monitor the progress of works and prepare reports which include details of work done, difficulties and delays in the work, their causes, the proposed remedial measures and financial status of the works contracts; develop inspection and test plans and update them regularly with the contractor. - Perform other duties as may be required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements

Education - Completion of secondary education is required. - A first-level university degree in civil or construction engineering is desirable, but not required, and may be considered as a substitute for 4 years of the required work experience. - A Diploma in Civil Construction Engineering from a recognized institute is desirable.

Work Experience - With secondary education, 6 years of experience in general construction works and/or site supervision is required. - Experience with UNOPS Infrastructure Project implementation is highly desirable. - Experience in Building Maintenance Works and Finishing Works is an asset. - Experience in using AutoCad is highly desirable. - Quantity Surveying - Knowledge of local context - Local candidates will be preferred - Computer literacy is required.

Language Requirements - Fluency in English is required. - Knowledge of local knowledge - Knowledge of another official UNOPS language is an asset.
