Org. Setting and Reporting This position is located within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Civil Affairs Officer (P2) will be based in Bamako. The incumbent will report to the Civil Affairs Coordinator and the Deputy Chief Civil Affairs Division.

Responsibilities Within limits of delegated authority and under the supervision of the Civil Affairs Coordinator, the Associate Civil Affairs Officer will be responsible for, but not limited to, the performance of the following duties: - Provide information and analysis for the Mission and other actors where applicable, on political, social, and economic issues affecting conflict dynamics at the local and regional level, including analysis on how these relate to the national level and vice versa. Ensures that the concerns and perceptions of the local population are effectively communicated to the Mission, as well as other actors where appropriate in view of inclusion in the peace agenda. - Establish and maintains contact with relevant interlocutors at the local level as directed, including representatives of local authorities, as well as civil society actors, non-governmental organizations, community representatives and representatives of local interest groups. - Coordinate activities and initiatives (across disciplines and components) with other team members to achieve consistency and synergy in mandate implementation; collects information at the local level as required and undertakes assessment of specific sectors with a view to identifying needs and priorities; assists in identifying the concerns and perceptions of the local population. - Contribute to overall mission monitoring and planning as required. - Assist in organizing outreach activities to promote good relations and understanding between Mission’s actors and the population and ensure accurate information dissemination on Mission’s role and mandate. - Draft daily, weekly, monthly and thematic reports, mission briefings and CAD inputs to the Secretary Generals reports and other publications of CAD. - Work closely with civil society groups, local protection committees or institutions that promote a culture of peace and reconciliation, including through organizing joint initiatives and events. - Identify sources and collect information related to Civil Affairs mandate and provide analysis on political, conflict resolution, early warning, protection issues and other relevant issues with regard to the situation on the ground. - Play the role of focal Point for YPS by enhancing the behavioral changes of at-risk youth and disseminating positive messages about peace, tolerance, and peaceful cohabitation in their respective regions in view of the resolution 2250 of the Security Council in youth, peace, and security. - Promote Civil society participation in local governance and in decision making processes, at national, regional, cercle and communes’ level. - Raise -awareness of women and youths to actively participate in all instances of decision making for good governance at national, regional, communal, cercle. - Improve collaboration and build trust between the Civil Society, including Youth and Women's Organizations, and sub-national State authorities Society (governors, mayors, prefects, customary chiefs) in collaboration with the Ministry of Refoundation of the State and relations with Institutions - Support and organize quarterly capacity building sessions for civil society in the areas of networking related to transparency, accountability, and citizen engagement in Bamako and in the northern and central regions of Mali. - Support the participation of women’s civil society groups activities and provide guidance to ensure that women’s concerns and needs are considered in the implementation of the peace agreement and in policies aimed at social and economic development of the country through the gender mainstreaming and produce a report to highlight these concerns. - Perform other duties as required.

Planning and organizing: Develop clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjust priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allow for contingencies when planning; monitor and adjust plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in social sciences, political science, international relations, public administration, anthropology, law, economics or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in Political Affairs, Civil Affairs, social sciences or related work required.

Of these two years, a minimum of one years with Civil Society related experiences are required.

Field experience in a complex environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
