Assignment context: The project “Assistance to the Political Dialogue and Civic Engagement” is a joint initiative implemented by the United Nations Support Mission in Libya (UNSMIL) and the United Nations Development Programme (UNDP) to support Libya’s political transition through inclusive dialogue and expanded civic participation.

UNSMIL, mandated by the Security Council, most recently under Security Council resolution 2702 (2023) and subsequent renewals, supports Libyan stakeholders in advancing an inclusive political process aimed at holding national elections and restoring unified institutions. In line with its mandate, UNSMIL facilitates dialogue among Libyan actors, supports national reconciliation efforts, promotes human rights, and encourages broad participation by civil society, women, and youth in the political process.

UNDP, the United Nations’ global development network advocating for sustainable development and inclusive economic growth, has been present in Libya since 1976. In response to evolving national priorities, particularly since the 2014 conflict, UNDP supports national partners in strengthening accountable governance, stabilization, economic recovery, and resilience. Within this framework, the joint project provides technical and operational support to Libya’s political process and implements initiatives aimed at strengthening democratic participation and civic engagement.

Under Output 1, the project supports the implementation of the UNSMIL-facilitated political roadmap, presented by the Special Representative of the Secretary-General to the Security Council on 21 August 2025. A central component of the roadmap is the Structured Dialogue, designed to broaden participation in the political process, address key drivers of conflict, and build a shared vision for Libya’s future.

Under Output 2, the project seeks to strengthen civic engagement and information ecosystems by expanding engagement with civil society, women, youth, and media. This includes support to initiatives such as the Ra’idat leadership training programme for young women, implemented jointly by UNDP, UNSMIL, UN Women, and UNICEF.

UNSMIL is seeking to recruit an Associate Civic Engagement Officer who is expected to provide project support to ensure the Mission implements workshops and outreach across municipalities in Libya to support the political process.

The National UN Volunteer will work under the overall guidance of UNSMIL’s Chief of Public Information and Communications and direct supervision of the Public Information Officer and in collaboration with the team and project members. The National UN Volunteer will also work in coordination of the designated UNDP lead person for the Structured Dialogue if and when required.

The National UN Volunteer will help promote a client, quality and results-oriented approach in her/his work. S/he will work in close collaboration with the team sharing information and ensuring consistent service delivery with an eye to complying with UNSMIL rules and keeping with donor requirements.

The successful candidate will have the following specific responsibilities:

• Support the implementation of a civic engagement project in up to 10 municipalities across Libya aimed at increasing public participation in the Structured Dialogue and supporting the implementation of the political roadmap. • Build and maintain partnerships with municipal authorities, community leaders, civil society organizations, and local and international partners to support outreach and localization of the political process. • Organize and facilitate meetings, workshops, and community consultations in municipalities across Libya to engage diverse stakeholders in the political process and capture their recommendations and perspectives. (Travel required.) • Coordinate and support missions to municipalities across the West, South, and East of Libya, including planning, travel arrangements, security coordination, venue preparation, and operational support before, during, and after field visits. Provide timely and factual daily, weekly and monthly reports on civic outreach project and peace activities within the area of responsibility. • Draft reports and provide regular updates on civic outreach activities, community feedback, and relevant developments within the area of responsibility. • Produce communications materials in Arabic and English to support the Mission’s mandate and the political process, including social media content, human interest stories, media advisories, and contributions to digital communication campaigns. • Monitor and analyze current events, public opinion, and media coverage related to the political process, identifying emerging issues and trends and preparing briefing notes or recommendations for Mission leadership. • Ensure compliance with UNSMIL administrative requirements, including completion of mandatory trainings. • Undertake other tasks as directed.

• Demonstrated professional experience in communications, civic engagement, stakeholder outreach, or workshop facilitation, including engagement with municipal authorities, civil society organizations, youth and women’s groups, or other community stakeholders. • Strong understanding of Libya’s local governance structures, civil society landscape, and community dynamics, with the ability to engage diverse stakeholders in dialogue and consultation processes. • Proven experience facilitating meetings, workshops, or training sessions, and building partnerships with local authorities, civil society actors, and community leaders. • Proven ability to develop multimedia communications products and digital content, including social media materials and human-interest stories, to support outreach and public engagement initiatives. • Strong analytical and writing skills, including the ability to draft high-quality reports, briefings, and communications materials in English and Arabic. • Demonstrated planning, coordination, and organizational skills, including the ability to support field missions, outreach activities, and stakeholder consultations. • Knowledge of and commitment to the United Nations mandate, principles, and values, and familiarity with the work of the United Nations Support Mission in Libya, particularly in areas related to governance, civic engagement, and political processes. • Demonstrated ability to work effectively in a multicultural team environment, maintain positive working relationships, and exercise integrity, professionalism, objectivity, diplomacy, and discretion. • Strong IT and digital literacy skills, including proficiency in MS Office and digital collaboration tools. • Self-motivated and able to work independently under tight deadlines, including occasional evening or weekend work as required. • Availability of a personal vehicle in good working condition to support travel to municipalities across different regions of Libya is desirable.

The position is based in Tripoli, Libya.

UNV Entitlements 1. Pre-assignment • Entry lump sum: USD 350 • Relocation costs: USD 175 at the beginning and end of assignment if the duty station is outside commuting distance (as determined by UNV) 2.
