Duties and Responsibilities Duties, Responsibilities and Output statement

Under the direct supervision of the Child Protection Officer or the Neutrality and Protection Team Leader, the Associate Child Protection Officer will be responsible for the following duties and responsibilities:

Technical advice and guidance

  • Provide technical advice and support to the JFO Programmes staff to increase the capacity of the Agency with respect to child and gender-based violence (GBV) protection in order to ensure that UNRWA services and programmes take into account child protection principles and integrate child protection and GBV interventions when relevant.
  • Provide input on child protection in UNRWA planning process focusing on the design and implementation of community-based protection initiatives and of psychosocial support activities for children and caregivers aimed at promoting well-being and positive coping mechanisms.
  • Leads case conferencing on child protection case management in coordination with fontliners case managers, ensure direct case management when required.
  • Leads technical aspects of case management work in UNRWA, including development or adaptation of case management information management, data protection, informed consent and assent, identification of referral pathways and best practices.
  • Contribute in the definition of advocacy products, advocacy messages, strategies and campaigns pertaining to child protection for duty bearers, communities, governmental and non governmental stakeholders, civil society.

Programme management and capacity building

  • Support the development of situational analyses and project proposals.
  • Ensure timely mobilization, planning and expenditure of funds for child protection;
  • Plan for and lead the roll out of the Child Protection Framework in JFO, including updating and following up on the implementation of the plan of action with UNRWA departments and external partners;
  • By collaborating with UNRWA JFO Programmes, identify child protection capacity building needs among UNRWA staff and provides support to develop training plans to address them.
  • Is one of the agency focal points for Addressing Violence Against Children (AVAC) and contribute to AVAC activities directly, including capacity building of UNRWA Staff.

Coordination and reporting - Oversee the collection and documentation of accurate and timely data on child rights and protection concerns and, where necessary, oversee the development of analysis on trends and patterns to support response strategies and advocacy; - Support relevant reporting processes within the Agency and to donors; - Develop close working relationships and strategic partnership with a range of child protection system actors including national authorities, UN agencies and local NGOs, and represents UNRWA at the inter-agency Child Protection Working Group (CPWG) in Jordan, and other coordination mechanisms.

Qualifications/special skills Academic Qualifications:

  • A university degree from an accredited educational institution in law, human rights, international development, or international relations, or any other related field. Experience:

    • A minimum of two years of experience in the development/humanitarian sector

Language:

  • Fluency in spoken and written English is required

Competencies

  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations inside and outside the Agency;
  • Excellent organization skills coupled with demonstrated ability to prioritize and work under pressure;
  • Excellent analytical skills underpinned by the ability to evaluate information from a variety of sources and identify trends of a humanitarian and protection dimension;
  • Excellent written communication skills and ability to draft/edit a variety of reports, studies and other correspondence in English;
  • Articulate, politically aware while remaining impartial and discreet at all times;
  • Ability to work flexible hours and as part of a team.

    Additional Information - The incumbent may be required to travel to other locations within UNRWA area of operations. All official trips will be arranged and covered by UNRWA

Desirable Qualification and Experience

  • Knowledge and understanding of the Palestine refugee situation in the political context of the Middle East;
  • Experience working on projects related to youth participation;
  • Proven computer literacy, including demonstrated working knowledge of information management.
