The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Under the direct supervision of Head of Sub Office of Kalemie, the UN Volunteer will undertake the following tasks: •Contribute to Strengthening of the organization’s role as the country reference agency for CBIs in displacement settings by developing and implementing a practicable strategy to institutionalise and scale up the use of CBIs throughout UNHCR country operation. •Support the development and dissemination of policies, operational guidance, instructions, tools and analytical frameworks aimed at ensuring the technical integrity of cash-based programmes, building on existing guidance and tools wherever possible. •Liaise with technical sectors (shelter, public health, livelihoods, energy, registration, data management, etc.) and protection staff to mainstream CBIs into their respective approaches and strategies. •Contribute to defining and promoting an integrated vision of providing assistance which incorporates in-kind and cash and voucher modalities to meet UNHCR objectives. •Maintain regular contact with the Cash-Based Interventions Officer in Kinshasa to ensure appropriate backstopping, the application and dissemination of best practice and the collection of lessons learned. •Sustain and expand a network of strategic and operational partners (incl. UN agencies, INGOs, research institutions, private entities) and actively particpate in Cash Working Group in Kalemie to ensure complementarity and efficiency and share lessons learned. •Where appropriate, encourage the development of a common platform for provision of assistance (food and/or non-food) between UNHCR and other agencies/partners such as WFP and UNICEF. •Coordinate approaches and strengthen/develop strategic partnerships with other UN agencies including WFP, NGOs as well as private sector partners involved in CBIs, to share information, experiences, carry out joint assessments and feasibility studies, produce joint guidelines, implement joint projects where appropriate, seek new opportunities for collaboration, seek financial and technical support, conduct joint trainings and operational research. •Support the development and strengthening of cash-based approaches, operational arrangements and procedures based on existing corporate guidance and standards. •Assist UNHCR offices with the development of integrated operational plans by advising on context-specific assistance modalities to efficiently meet programme objectives. •Assist with the documentation, application and dissemination of best practices and lessons learned.
•Provide technical assistance and operational support to Sub-Office operations on all aspects related to CBIs, including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities and coordination.in emergencies and protracted displacement situations. •Coordinate, facilitate and implement assessments/response analysis, planning, budgeting, coordination, implementation, and monitoring and evaluation of CBIs. •Support the development and implementation of a monitoring and evaluation system for CBI programmes; •Prepare and undertake CBI Post Distribution Monitoring data collection, analysis and reporting •Liaise with all relevant units to ensure coordinated planning and implementation of CBIs.
•Draft, negotiate and establish agreements with implementing partners and financial service providers, in collaboration with relevant units. •Draft, review and provide technical feedback on CBI Standard Operating Procedures (SOPs), reports and proposals. • Collate and review information on financial infrastructure and available delivery mechanisms and advice UNHCR offices on related opportunities and constraints.
• Support the establishment of standardized data management, data sharing and data protection arrangements. • Ensure monthly reporting of CBI activities, including monthly CBI tracking • Support and undertake field-based operational research with relevant organizations as needed to improve CBI programmatic responses in the different sectors of displacement operations • Identify skill and knowledge gaps related to CBIs among UNHCR and partners, and address these through training and capacity building. • Help establish a network of UNHCR staff and managers that are familiar and confident with the use of CBIs with the objective of mainstreaming CBIs within UNHCR.

•Proven knowledge and technical skills in set up, design, implementation and monitoring of CBIs from a multi-sectoral perspective. •Experience in conducting CBI and multi-functional assessments. •Experience in working effectively with NGOs, UN organisations, or government authorities at national level. •Excellent networking skills with private and public sector institutions. •Excellent computer skills, especially using Excel and/or other data analysis softwares. •Good knowledge of UNHCR programmes and UNHCR programming. •Training and capacity building of refugees, IDPs and returnees, government and implementing partners.

Kalemie, (formerly Albertville), is a town on the western shore of Lake Tanganyika in the Democratic Republic of the Congo, the living conditions are good. The town is next to the outflow of the Lukuga River from Lake Tanganyika to the Lualaba River. The Town of Kalemie also hosts the major University of Kalemie, which maintains the largest library in the Province de Tanganyika. Kalemie serves as an important Town in the Katanga province, Manufactures include Cement, food products, and textiles. The Town consequently serves as a distribution centre for such minerals as copper, cobalt, zinc, tin, and coal. Kalemie lies at the centre of railway lines to Nyunzu, Kindu, Kabalo and Lubumbashi. Kalemie lies at the centre of water lines to Kigoma, Tanzania, Mpulungu, Zambia, Uvira, DRC and Bujumbura, Burundi. The port at Kalemie was built to connect the Great Lakes rail line (from the Kabalo junction on the Lualaba River) to the Tanzanian lake port and railhead at Kigoma, from where the Tanzanian Central Railway Line runs to the seaport of Dar es Salaam. The port was built with a 130 m wharf and 3 mobile cranes, giving it a capacity of 500 tonnes per day with two shifts. Currently, the cranes are not functional, and vessels cannot reach the wharf due to silting up of the lake next to it. The buildings of the port also require rehabilitation. Moreover, the railway line for 100 km west of Kalemie is 'very degraded' and not fully operational. Kalemie Port is also used by boat services to the northern Lake Tanganyika ports of Kalundu-Uvira and Bujumbura in Burundi, and southwards to Moba and Mpulungu in Zambia. Kalemie Port is operated by the railway company SNCC which also operates the railways in DR Congo (except for the Matadi-Kinshasa line) as well as boat services on the eastern waterways in the country. Kalemie has an airport (IATA code: IMF) used by great Airlines companies: CAA (Congo Airways, a national company), UNHAS and MONUSCO Fly. Kalemie Port is also used by boat services to the northern Lake Tanganyika ports of Kalundu-Uvira and Bujumbura in Burundi, and southwards to Moba and Mpulungu in Zambia. Currently an old road constituting the main route of the city of Kalemie is in the course of rehabilitation and asphalting. Kalemie Port is operated by the railway company SNCC which also operates the railways in DR Congo (except for the Matadi-Kinshasa line) as well as boat services on the eastern waterways in the country. Fishing in Lake Tanganyika is one of Kalemie’s main economic activities. Its fish (Ndakala and Mikebuka) are exported to several cities of the country including the capital Kinshasa, and especially the chief places of the two Kasaï. Kalemie has also: a good HealthCare’s facilities, goods hotels at and schools for children and TMB banks. Most of UN agencies are present in the area and there is the presence a UN Peace Keeping mission (MONUSCO). The town is also classified as a non-family duty station (category D) and at level 2 of the security UN.
