OBJECTIVES OF THE PROGRAMME


The Department of Business Operations (BOS) is responsible for providing efficient and effective support services to all programmes and activities of the organization in the Eastern Mediterranean Region (EMR) in respect of budget and finance, human resources and talent management, administration, procurement, information technology, security and staff health and well-being.

Budget and Finance Services (BFS) provides support to the budget and finance operations of the regional office and 22 country/desk offices in EMR. BFS is entrusted with ensuring compliance with WHO’s financial regulations and rules, policies and procedures and maintaining strong internal controls to effectively discharge WHO’s accountability obligations to Member States and donors. BFS supports departments and country offices in delivering WHO’s programmes by providing guidance, review, and oversight on financial and administrative transactions, policies, and procedures.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

1. Organize and support day-to-day budget and financial management of WHE operations and the portfolio of emergency awards managed in the region encompassing workplan and award management, financial clearance, monitoring, and reporting.

2. Analyze funding allocations and support the awards process by preparing necessary forms and implementing budgetary and financial actions such as workplan funding, award budgeting, and reprogramming in GSM.

3. Coordinate with BFS and country offices on HR and activity workplan management and get Oracle Labor Distribution (OLD), mismatch and other related issues addressed.

4. Prepare expenditure batches, ensuring that expenditures are properly charged to awards in line with donor agreements and International Public Sector Accounting Standards (IPSAS).

5. Act as Ffocal person for verification and clearance of financial proposals and reports, ensuring full compliance with IPSAS, WHO policies, procedures, and emergency SOPs.

6. Prepare cost estimates, projections, budget and funding gap analyses, and budget alignments necessary for financial decision making on emergency awards.

7. Propose options and recommend remedial action to address financial gaps and issues.

8. Track and report on funding against budget; monitor implementation; consolidate and analyze financial data; and prepare periodic budget monitoring and financial reports.

9. Provide on ground technical support to emergency countries on budget and financial issues and assist in capacity development, training and troubleshooting on urgent issues.

10. Follow-up and support country offices on financial audits including audit readiness and closure of audit issues in relation to WHE awards.

11. Perform any related duties and responsibilities incidental to the above that are necessary for improving control and financial accountability for emergencies in the region.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in finance, accounting, business administration, or related field. Desirable: Advanced university degree (Master’s level or above) in finance, accounting, business administration, or related field, or a recognized professional accounting designation (CPA, ACCA, CPFA, CIMA, CMA, etc.)

Experience

Essential: At least 2 years of professional experience in a budget, finance, or accounting support operation. Desirable: Experience working within the UN system. Field experience, particularly in emergency settings.

  • Sound knowledge of financial and managerial accounting principles and practices, including IPSAS (or IFRS), with demonstrated professional competence in applying them to real-life scenarios, both routine and complex.

  • Excellent time management and prioritizing skills to work under pressure of tight deadlines.

Use of Language Skills

Essential: Excellent knowledge of English and Arabic. Desirable: Knowledge of French is an asset.

Other Skills (e.g. IT)

  • Sound skills in utilizing enterprise resource planning and business intelligence systems such as GSM (Oracle-based Global Management System).
  • Proficiency in Microsoft applications.

REMUNERATION

Remuneration comprises an annual base salary starting at EGP 601,552 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
