Org. Setting and Reporting This position is located in the United Nations Mission in South Sudan (UNMISS), Malakal, Upper Nile State. Malakal is classified in the "E" hardship category and as a non-family duty stations. The Associate Aviation Safety Officer based in Malakal is assigned responsibility for UNMISS locations in Upper Nile and Unity states, including but not limited to Malakal, Renk, Nasser, Bunj, Bentiu, and Leer. The position reports to Chief Aviation Safety Officer whom, depending on the needs of the mission, may task them to travel and temporarily conduct activities in other locations within the mission area of operations.

Responsibilities - Acts as an expert adviser on aviation safety matters. - Develops inputs for the Mission Aviation Safety Programme. - Develops inputs for, and exercising of, the (Mission) Aviation Emergency Response Plan (AERP), and assists aviation ATU with the development and exercising of their individual aviation Field site Emergency Response Plans (ERPs). - Organizes and coordinates aviation safety drills and exercises required by the Mission Aviation Safety Programme. - Monitors the integration of Aviation Risk Management into UN aviation activities. - Conducts Safety Assurance audits/surveys and analyzes the level of safety of aviation activities within the area of responsibility. - Proposes the required corrective and preventive measures, develops aviation safety recommendations and communicates them to the officials concerned. - Investigates aviation occurrences involving UN air assets and observed hazards related to aviation activities, compiles reports and analyzes statistical data. - Participates, as a UN representative, in the investigation of accidents and incidents involving UN air assets and equipment. - Identifies, analyzes and monitors trends that may affect the safety of UN aviation activities. - Conducts initial aircraft inspections and participates in the performance evaluations of civilian air operators and military aviation units. - Conducts safety surveys of airfields, helicopter landing sites, aviation offices, MOVCON, Fuel and other facilities as prescribed by HQ DOS Aviation Safety Assurance processes, regulations and requirements. - Maintains the aviation safety database iAviation Safety (iAS) and ASU shared drive databases and platforms, and ensures that information is recorded in accordance with the established procedures and deadlines. - Provides safety briefings to personnel involved in UN aviation activities. - Promotes aviation safety awareness within the field missions. - Organizes and conducts Mission Aviation Safety Council meetings. - Develops inputs for aviation safety and training budgets. - Drafts safety bulletins, journals, newsletters and consolidated reports. - Coordinates with other UN agencies, aviation NGO partners and host country civilian and military aviation authorities on aviation safety and related matters. - Fulfills and performs other duties as directed by the DMS, CASO and senior ASU management.

Education Advanced university degree (Master’s degree or equivalent) in Air Transportation, Aviation Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management, or graduation from equivalent military educational establishment is required.

Work Experience A minimum of two (2) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety or aviation engineering is required.

Proficiency in the field of International Civil Aviation Organization (ICAO) Standards and Recommended Practices as described in ICAO Annexes and Documents, particularly one or more of Annexes 1 - Personnel Licensing, 2 - Rules of the Air, 6 - Operation of Aircraft, 11 - Air Traffic Services, 13 - Aircraft Accident and Incident Investigation, 14 - Aerodromes, and 19 - Safety Management is required.

Familiarity with Aviation Safety and/or Quality Management software such as ECCAIRS, iAviationSafety, Q-Pulse, etc., is desirable.

IATA Operational Safety Audit program (IOSA), IATA Safety Audit of Ground Operations (ISAGO), Airport Council International APEX or other recognized aviation industry audit qualification desirable.

Experience in international operations in a post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
