Jerusalem Office – UNOPS Infrastructure Support Services Centre - ISSC

Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

The ISSC (Previously called Centre of Excellence) was established in 2015 following a decision by the Executive Office in recognition of Jerusalem Office’s ability, capacities and maturity in infrastructure and project management. It’s mandate is to provide infrastructure and project management services to the organization at global level, including MR and Jerusalem office. The ISSC’s strategic vision is to retain a pool of infrastructure and project management specialists as an asset for this organization and the continuous development in its mandated infrastructure service. It was decided by the Executive Director that the ISSC should be located in Jerusalem and work closely with the corporate practices.

Since 2015, the ISSC has been operating in continuous coordination with HQ and country offices to assist in achieving the desired results, so that they can further support their partners' projects around the world. It provided consulting; support services, leadership, and advocacy to support the Organization optimize quality of applications.

The Associate Architect (Design) will report directly to the Chief Design Architect and under the overall supervision of the Head of ISSC.

Functional Responsibilities

Purpose and Scope of Assignment

The Associate Architect (Design) shall work under the direct supervision of the Chief Design Architect. She/ he will be required to undertake the following tasks :

  1. Technical tasks:
  • Participating in preliminary assessment, planning, surveying, formulation and design, costing and documentation
  • Develop and convert the conceptual drawings and sketches into a technical workable in AutoCAD “DWG” format.
  • Prepare and develop construction drawings and details for the projects as instructed by the Architect.
  • Preparing and checking drawings and details as instructed by the Architect.
  • Assist in the standardization of drawings and the application through CAD software according to standards and specifications of the applicable engineering code and guidelines;
  • Produce, develop and maintain BIM libraries and families.
  • Provide assistance, as needed, in the preparation and checking of the bill of quantities.
  • Support the design engineers to produce free-hand sketches and drawings and produce Building Plans.
  • Development and creation of standard templates, scales and layering systems.
  • Automation of templates and attributes.
  • Ensuring Quality Control of all technical and graphical CAD products.
  • Preparing reports as required and submitting relevant information and recommendations for improvement and/or change to the Chief Architect on an ongoing basis.
  • Advising on good CAD practices.
  • Prepare, produce and compile the final sets of drawings in PDF and/or printout formats.
  • Quantity Surveying
  • Drafting design documents such as design brief, design reports, Master plan, etc
  • Design Review activities
  • Performed other duties as may be assigned.
  • Assist in checking the drawings before tendering and ensure that they comply with appropriate guidelines, and facilitate their use and interpretation during the execution of the project.
  • Modeling and 3D representation to enhance proposals and understanding by the various stakeholders.
  • Perform Graphic Design tasks for stakeholder’s presentations
  • Support documentation for any required approval
  • Printing and reproduction of the plans and maps using color and monochrome plotters.
  • Responsible for filing and arranging for compilation and storing of the plans in hard and soft copy.
  1. Administrative tasks:
  • Manage Architectural engineering related material archiving.
  • Keep files and records of the design processes.
  • Coordination with other engineering design disciplines (Mechanical /Structural/ Electrical).
  • Assist in scheduling requested tasks related to architectural works.
  • Perform any other tasks relevant to the ISSC Unit as required.

3. Monitoring and Progress Controls

  • Active participation in weekly Design progress meetings as needed.
  • Active participation in periodical staff meetings as needed.
  • Maintaining accurate, quality and completion of documentation as identified in responsibilities above.

4. Final Product

  • Deliver delegated tasks by the supervisor on time and as per the required quality parameters.

Education/Experience/Language requirements

  1. Education
  • Bachelor's degree in Architecture engineering from a reputable University is desired but not required. Completion of secondary school is required
  • A recognized diploma in Auto-CAD Drafting would be an asset.
  1. Work Experience
  • At least 6 years of experience( or less depending on credentials) in Architectural design and construction for medium to large scale infrastructure projects.
  • At least 5 years of comprehensive knowledge in computer drafting software, particularly “AutoCAD”.
  • Work Experience with an international Organization and/or UN Agencies is an asset.

  • Good knowledge of the local & international Building Rules and Regulations is an asset.

  • General knowledge of the design standards required for a wide range of buildings, Facilities and equipment is an asset..
  • High proficiency with computers in particular; G-suite, MS office, Internet, MS Project is highly recommended and other related software related to the position's field of expertise.
  • Good report writing and oral presentation skills is an asset..
  • Membership of an accredited Engineers Association is required.
  • A valid driving license is an advantage but not essential
  1. Languages:
  • Full proficiency in Arabic and intermediate in English are required.
