Org. Setting and Reporting This position will be temporarily available for a period of 364 days. This position is located in the Service Management Unit (SMU) in the Office of Director for the Resources Management and Service Development Division, ESCWA in Beirut, Lebanon and encompasses the provision of operational support services to Resident Coordinator Offices related to human resource administration, procurement, travel or other administrative needs of RCOs.

The incumbent reports to the Chief, Global Resident Coordinator (RC) System Operations Section in the RC System Business Management Branch (UNDCO) based in New York and the Director of RMSDD in ESCWA as Second Reporting Officer.

Responsibilities Under the direct supervision of the Chief, Global Resident Coordinator System Operations Section, the incumbent is required to perform the following functions:

Human Resource Management - Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. - Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. - Coordinate and backstop where HR services where necessary on behalf of RCOs in the region.

Budget and Finance - Support RCOs in preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued. - Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. - Provides guidance on financial administration and management information issues and practices to RCO colleagues.

General Administration - Coordinates operational support requirements for RCOs through the designated regional service providers and provide day to day-to-day administrative support including procurement and inventory management; travel; in accordance with United Nations Secretariat Rules and Policies. - Performs the function of requisitioner in UMOJA for the work related to procurement, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. - Monitors overall quality assurance including queries and transaction requests received from RCOs; serves as escalation point for requisitioners; resolves complex transactional issues and client inquiries; identifies and escalates potential issues/risks and technology improvement opportunities. - Provides advise to RCO requisitioners, regional focal points on appropriate approaches to be used in resolving any potential issues (HR, Travel, and other administrative services). - Provides training and advice to RCOs on human resource, financial and administrative issues. - Liaises with UNDCO and other counterparts as needed on regarding central matters (i.e., funding/budget allocations, enterprise role mapping/provisioning and performs other related work as required.

Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related field.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.

At least two years of experience in providing professional administrative and management support in an international organization, government or public sector is required.

Experience working with SAP or PeopleSoft/Oracle based ERP systems is required.

Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of Arabic is desirable. Knowledge of another official United Nations language is an advantage.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (speak, read, write, and understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Special Notice Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. This post is open to Lebanese nationals only.

Appointment against this post is on a local basis; candidates shall be Lebanese nationals and will be recruited in the country or within commuting distance of the ESCWA office. If no suitable local candidate is identified, Lebanese nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to the duty station in the event of an employment offer.

This is a temporary position and will be available for 364 days. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Should a current General Service staff member be selected for this temporary position, he/she will be on a temporary assignment and may be granted a special post allowance (SPA), in accordance with ST/AI/1999/17.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
