Role Summary
Under the direction of the Country Director and GCS Senior Energy Adviser the Associate will support the delivery of Grenada’s first utility-scale solar project through the development and delivery of prioritised and data-driven sector planning, development of the renewables pipeline and sequencing and coordination of necessary enabling sector and reforms. This will include providing embedded support with government clients, maintaining project delivery routines, ensuring effective meetings, tracking actions and troubleshooting project problems as they arise, supporting coordination of key stakeholders to resolve sector policy and planning matters, as well as quantitative and qualitative analysis and advice on energy transition policies.
As part of the wider Grenada team, the Associate will also be called upon to collaborate and contribute to our advice and support to government in other areas as needs be, particularly relating to the delivery of the national digital transformation agenda, including the mobilisation of relevant TBI partners.
This role will report to the Country Director, with technical oversight from the GCS Senior Adviser, and will need to engage across TBI, particularly with GCS colleagues. The role is based full time in St George’s, Grenada.
The key responsibilities of this role will include:
- With the Country Director and Senior Adviser, support the PURC to drive the successful implementation of the first solar IPP in Grenada, ensuring a coordinated approach both internally at PURC and across other government stakeholders, the utility and development partners
- Preparation of briefings for decision makers, meeting minutes and actions and presentation materials required to facilitate government approvals up to the Cabinet level
- Developing tools and templates suitable for the working context and government systems in Grenada which can be adapted for future IPP processes
- Develop analysis and policy advice for senior decision makers on energy sector strategy, planning and priorities to inform a holistic, sequenced plan for the sector going forward
- Desk research on policy and project matters as required and working with teams across TBI to gather technical expert inputs Facilitation of TBI partners where relevant to problem solving
- Preparation of briefings for decision makers, meeting minutes and actions and presentation materials required to facilitate high-level government approvals
- Capturing lessons learnt and best practices to enhance the government’s approach to policy, planning and delivery, especially in the energy sector
- Collaboration with colleagues in Grenada and the Caribbean as necessary to ensure the success of the project/s as a whole.
Person Specification
This role requires a creative problem solver, strategic thinker, and someone passionate about effective government and the opportunity to work across a portfolio of projects to deliver impact. The ideal candidate has experience working on energy policy, quantitative analysis or modelling skills, experience working directly with government, preferably in the Caribbean, has developed strategies and methodologies for policy and project execution, and has the ability to interact with government stakeholders with professionalism, confidentiality and integrity.
The successful candidate should demonstrate the majority of the following:
- Experience working on energy policy and project delivery in a government context is highly desirable
- Experience as a public servant, or in management consulting, economics, finance, multilateral institutions, high impact civil society organisations, and many other previous roles are all considered relevant at TBI. Technology experience is not required but is an asset
- Strong problem-solving, policy analysis, problem structuring and research skills, with experience in extracting common methodologies and approaches, and identifying opportunities for new solutions and assets
- Experience in project management, working with clients from various backgrounds and seniority levels to successfully see through initiatives end-to-end
- Experience in strategy design, built on strong analytical and research skills, and the ability to work with a diverse set of content experts to extract relevant insights
- Excellent communication skills, with a track record of building effective collateral and assets that meet user needs, across multiple communication channels
- Enjoys the opportunity of working across multiple sector themes and project topics
- A team player with high EQ and ability to navigate ambiguous and matrixed environments, and is comfortable at managing up and beyond hierarchy
- Direct experience working in LMICs is highly beneficial.
Additionally, TBI requires all staff based in the Caribbean to have a full driver’s license and already have or can obtain the right to enter the United States.
