The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 11 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Botswana, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazzaville.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

This position is in WFP Angola Field Office. The Assistant Storekeeper will support the launch and implementation of a bilateral service provision operation in Angola involving the last mile delivery of medical products and supplies. This is high-profile operation and is in line with key global initiatives such as ’The Grand Bargain,’ ’Delivering as One’ and the ’SDG 17 Partnership for the Goals’. The service will be funded by the Global Fund under the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) through UNDP as its nominated Principal Recipient on behalf Ministry of Health.

The Global Fund is one of the major investors in the health sector in Angola and through its PR identified WFP as the supply chain partner for a role of 4PL and provision of last mile transport services of medicines and health supplies across in the regions of Benguela, Cuanza Sul and possibly other provinces. WFP is also expected to support the delivery of COVID19 PPEs for the greater Luanda region and any other region as may be advised by the beneficiary. WFP will be in charge of overseeing and managing the long-haul transport and last mile delivery of pharmaceutical products in support of the Ministry of Health’s in-country health supply chain, and will support any related capacity strengthening initiatives with a view to meeting the project objectives and all aspects of the scope of work. The Assistant Storekeeper will report to the Warehouse and Distribution Associate and/or the Pharmacist. This is an important role and a successful candidate will be required to closely coordinate with the Logistics Officer and Data Coordinator for the LMD Project, UNDP, WFP logistics vendors, and the regional bureau of Johannesburg in performing his/her duties pertaining to the project.

KEY ACCOUNTABILITIES (not all-inclusive)

•Support and execute the receipts, verifications, and storage of pharmaceutical/medical products and other health commodities in WFP warehouse in right conditions.

•Supervise the loading/unloading of pharmaceutical/medical products and other health commodities, ensuring correct handling procedures to avoid any damage to the products.

•Where necessary, plan and coordinate transhipments of products against official approved documentation ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.

•Supervising product orders and dispatching according to authorized distribution plan from the partner/s.

•Receiving orders and deliveries, identifying potential discrepancies against cargo manifest or others and reporting them, and store materials in accordance with the system in place, in order to ensure continuous availability. This includes ensuring good storage conditions of all pharmaceutical/medical items and other health commodities in WFP-managed warehouse in compliance with pharmaceutical standards.

•Carrying out or participating in regular inventories at the WFP-managed warehouse facility.

•Regularly follow up on stock levels with regards to alarm thresholds, stock out, expiry dates and drugs about to expire and ensure strict adherence to FEFO principle.

•Preparing orders of various health programmes ensuring proper packaging and dispatching and reporting any anomalies or changes on packaging to the Warehouse & Distribution Associate or Pharmacist.

•Inform the Warehouse & Distribution Associate or Pharmacist as soon as stock levels reaches alert limit.

•Controlling warehouse facilities to ensure materials are kept in good storage conditions including monitoring temperature in the warehouse and ensuring that products requiring cold chain are suitably stored and transported received, stored, and prepared and transported appropriately according to WFP pharmaceutical quality management system protocols.

•Controlling warehouse access to authorized personnel only and ensuring doors and other exits are secured. Immediately informing the Warehousing & Distribution Associate of any problems arising in the course of the work, particularly with regards to damage, loss, attempted break-ins, or theft in the warehouse.

•Ensuring that items to be quarantined during the provisional acceptance stage or to be placed in quarantine zone are removed from the stock and safely secured.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

Completion of secondary school education with additional years of related work experience and/or trainings.

Experience:

Three or more years of progressively work experience in a relevant field of work

Knowledge & Skills:

Experience in conducting basic logistics activities.

Experience in medical/health product handling.

Experience monitoring various aspects of logistics operations.

Experience in supporting warehouse management.

Experience in supporting inventory management.

Experience in data entry and extracting routine reports.

Languages:

Excellent knowledge of Portuguese. Basic knowledge of Spoken and Written English will be added advantage

CONTRACTUAL INFORMATION
