UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment and political participation in alignment with the government’s Modernization Agenda; supports the implementation of the Women, Peace and Security agenda through the Jordan National Action Plan for Women Peace and Security; and supports the resilience and empowerment of the most vulnerable Syrian refugee and Jordanian women. Working across the humanitarian-peace-development nexus, the country office is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination and normative work.

Reporting to the Country Representative, Jordan, and working in close collaboration with the Deputy Country Representative, the Assistant Representative supports the design, development, and management of an innovative and responsive country Strategic Note. The Assistant Representatives supports liaison with the government and national partners and exercises overall responsibility for planning, implementing, and managing UN Women interventions under the Gender responsive Governance and Women’s Political Participation Portfolio. The Assistant Representative works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation.

Duties and Responsibilities

Provide programme development advisory services to the Jordan Country Office and develop programmes in the area of Gender responsive Governance and Women’s Political Participation

  • Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within the thematic/sectorial area of Gender responsive Governance and WPP
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to Gender responsive Governance and WPP;
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary;
  • Support the Representative and Deputy Representative in the design and formulation of the country programme, programme components, and projects based on strategic priorities that are responsive to the country’s needs

Manage the implementation and management of the Gender responsive Governance and Women’s Political Participation programme

  • Finalize the annual workplan and budget for the Gender responsive Governance and WPP portfolio and manage their implementation;
  • Provide programme advisory support to the Office Management within the Gender responsive Governance and WPP portfolio;
  • Manage the technical implementation of the programme/ projects; provide technical advice; ensure synergies with other teams;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Lead Project Steering Committee, project review and/or evaluation meetings.

Oversee technical assistance and capacity development to project/programme partners

  • Provide technical advice to partners; oversee the provision of technical guidance by the governance and WPP team;
  • Build, manage, and expand relationships with national partners to support implementation and expansion of the Gender responsive Governance programme and WPP; respond to any potential problems;
  • Serve as an expert resource to partners on Gender responsive Governance and WPP;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Manage the monitoring and reporting of the programme/ project

  • Manage the process of monitoring the programme/ project implementation of activities and finances using results based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Write office donor and UN Women reports.

Manage the people and financial resources of the Gender responsive Governance and Women’s Political Participation programme

  • Manage the programme budget and finalize financial reports;
  • Manage the human resources under the programme portfolio including Programme Analysts and Technical Specialists; mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

Lead Advocacy, build partnerships and support in resource mobilization strategies

  • Support political scanning and the CO efforts to conduct substantive policy dialogue with Government counterparts, UN, and other development partners to facilitate the incorporation of UN Women programme priorities, CEDAW and the Beijing Platform for Action into national and sub-national plans and strategies, UN systems initiatives, and development frameworks;
  • Advise on and build strong technical and programme multi-sectoral partnerships for advocacy for CEDAW and the Beijing Platform for Action through national institutions, networks, alliances, and coalitions;
  • Support to translate global and regional strategies into country-specific advocacy strategies; create and deliver effective evidence-based advocacy messages to promote UN Women programme goals considering the national context and political and cultural sensitivities;
  • Represent UN Women in meetings and policy dialogues on issues related to Gender responsive Governance and WPP;
  • Develop and implement partnerships and resource mobilization strategies for Gender responsive Governance and WPP;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on Gender responsive Governance and WPP.

Manage inter-agency coordination to achieve a coherent and aligned presence for the Gender responsive Governance and Women’s Political Participation thematic area in Jordan

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Take part in country level Common Country Assessment (CCA)/ UNSDCF) processes and similar exercises related to the RC system;
  • Prepare substantive inputs to CCA/ UNSDCF and other documents, as necessary.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Gender responsive Governance;
  • Experience coordinating and liaising at senior level with government agencies and donors;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language requirements:

  • Fluency in English and Arabic is required
  • Knowledge of the other UN official working language is an asset;
