Org. Setting and Reporting This position is located in the Civil Society Team (CST), Office of the Director (OD), operating under the Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC) with duty station in Vienna (Austria). The Assistant Programme Officer will work under the direct supervision of the Programme Officer, Civil Society Team. The work will be carried out in close coordination with the relevant substantive units at headquarters, as well as relevant field offices.

Responsibilities Within assigned authority, the Assistant Programme Officer will be responsible for the following specific tasks:

  • Support the implementation, coordination and monitoring of the anti-corruption pillar of the project “Partnership and Engagement with Non-Governmental Stakeholders on Anti-Corruption, Drugs, and Crime Prevention” (GLOU68), with focus on Africa, Southeast Asia, and South America and Mexico, in accordance with project documents, donor funding agreements, policies, financial rules and regulations, and costed work plans;
  • Provide assistance in substantive and administrative support to relevant UNODC meetings, especially in the follow up of action plans from the Ninth session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC) in Sharm El-Sheikh, Egypt (COSP9), including drafting background papers, briefing papers, and facilitating civil society organizations (CSO) participation in the follow up of COSP9;
  • Provide support in drafting project evaluations and assessments with CSOs and UNODC Regional Office counterparts in relation to the GLOU68 Programme’s components, specifically as pertaining to the Fast-tracking UNCAC Implementation project;
  • Assist in drafting a report on the completion of CSO grants delivered in Eastern Africa, South America and Mexico, and Southeast Asia within the Fast-tracking UNCAC Implementation project;
  • Provide assistance in the GLOU68 project grant management, including budget planning and expenditures tracking in the in-house SAP management system;
  • Draft, summarize and analyse the academic papers, publications and/or findings of public briefing papers within UNODC, including those by the civil society coordinators conducted across the four regions of the Fast-tracking UNCAC Implementation project, reflecting on civil society contributions across the entire project duration, to be presented at COSP9;
  • Support the CST in effective liaison with donors, CSOs, development partners, governmental counterparts, academia and other stakeholders;
  • Assist in preparation and submission of monthly, quarterly and annual project progress reports to donors;
  • Participate in and support field missions where CST carries out programme activities, collect data and ensure follow-up action;
  • Perform any other work-related duties as required/assigned.

Education An advanced university degree (Master’s degree or equivalent) in international relations, political science, business administration, project management or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required.

Experience in drafting publications to an academic or international organization standard is desirable.

Working experience with the United Nations system and/or similar international organization is desirable.

Working experience in facilitating participation of non-governmental organizations at intergovernmental fora, is desirable.

Experience with grants to civil society organizations is desirable.

Experience in project/programme management or administration within the area of anti-corruption at the international level is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
