Org. Setting and Reporting The position is located within the Indian Ocean East team of the Global Maritime Crime Programme (GMCP), based in the UNODC Programme Office in Maldives (MDV) with duty station in Male, Maldives, Regional Office for South Asia (ROSA), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO), UNODC. The incumbent will work under the direct supervision of the Programme Coordinator, GMCP Indian Ocean - East based in Colombo, Sri Lanka, and under the overall supervision of the UNODC Representative for South Asia (ROSA) and the Senior Programme Officer heading the UNODC Global Maritime Crime Programme (GMCP).

Responsibilities Within assigned authority, the Assistant Programme Officer (GMCP, IO-East) will be responsible for the following specific duties:

  • Assist in the development, implementation and evaluation of the project activities for Maldives including support to maritime crime law enforcement authorities, and other criminal justice actors, delivered under the GMCP. In particular, assist with the elaboration of costed programme workplans, procurement plans and monitoring of goods / services, and project/programme revisions.

  • Assist and contribute to the process of planning, expenditure tracking and audit of financial resources in full compliance of financial and administrative processes and records with UNODC rules, regulations, policies and strategies.

  • Assist in monitoring project implementation and budget, and ensure timely delivery by preparing continuous analysis and monitoring of project/programme funds, budget forecasts for project/programme and financial delivery planning, management and analysis of financial reports. Be responsible for administration and monitoring of grants’ budgets, and project implementation rates for Maldives implementation of GMCP IO-E. ,

  • Assist in compiling financial data and periodic statutory reports and analytical tables for donors on project/programme delivery and UNDP managed resources, as per donor regulations and contractual obligations.

  • Assist in ensuring proper contracts management and timely follow-up on contract implementation, including continuous liaison with GMCP’s Implementing Partners to obtain data/information on project/programme expenditures.

  • Assist in coordinating administrative, finance and human resources related issues with the GMCP IO-E, including provision of relevant / required data for programme and reporting to donors.

  • Prepare reports on project implementation and financial status including commitments, expenditures, balances and potential funding gaps.

  • Assist in the monitoring of donor contributions for GMCP IO-E and support programming of funds, budget re-allocations, and timely reconciliation of all transactions.

  • As member of a team, assist in coordinating the work of GMCP IO-E sub-programme operations staff in Maldives and in the region with assigned operations managing functions regarding work distribution, monitoring operation staff’s workflow while implementing national and regional UNODC programme events as well as providing further inputs to operation staff performance evaluation.

  • Support the organization of workshops, training or/and conference on maritime law enforcement and other forms of transnational organized crime for national officials involved in responding to maritime crime in Maldives.

  • As member of a team support the administrative and operational aspects of project implementation to advance maritime law enforcement in Maldives, including but not limited to, drafting terms of reference for the procurement of goods and services (such as venue/catering hiring for events or training programmes, specialized equipment or services, training equipment, merchandize, etc.)., as well as documentation to recruit national and/or international experts for project implementation.

  • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc., related to project implementation or development, as well as written outputs related to programme development, such as concept notes, proposals, tentative budgets, logical frameworks, etc. to promote initiatives to strengthen maritime security in Maldives.

  • Provide technical and substantive support to consultative and other meetings, workshops, conferences, symposia, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc., on topics related to maritime law enforcement in Maldives. Participate in regular reviews and discussions on progress reports, and manage faced constraints.

  • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

  • Perform any other work-related duties as required/assigned.

    Education An advanced university degree (Master’s degree or equivalent) in international relations, law, political science, business administration, project management or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required.

    A minimum of one year of work experience in project/programme management or administration within the area of maritime security and criminal justice at the international level is desirable.

    Work experience in countering maritime or transnational crime and related criminal justice capacity building is desirable.

    Work experience in the areas of finance administration is desirable.

    Work experience with an Enterprise Resource Planning (ERP) system and SAP/Umoja (or similar) is desirable.

    Work experience in facilitating participation of non-governmental organizations at intergovernmental fora is desirable.

    Work experience with the United Nations system and/or similar international organization is desirable.

    Experience in data analytics or related area is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
