Org. Setting and Reporting The United Nations Environment Programme or UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is based in UNEP, Asia and the Pacific Office in New Delhi, India duty station. Under the direct supervision of the Programme Officer for the India-Norway Marine Litter Initiative, UNEP Country Office in India and the overall supervision of the UNEP India Country Head, the incumbent will support the Norway funded project (Steering Committee Support), titled "Coordinating and Providing a Common Platform for India-Norway Marine Pollution Initiative in India" and will be responsible for the following duties:

Responsibilities - Support the overall management of the ‘India Norway Marine Pollution Initiative’ including continuous monitoring, identification and implementations of objectives of the initiative; - Provides technical expertise and operational support to the Marine Litter Cell in the Ministry and UN Environment country team to implement activities under the initiative; - Coordinates and supports Steering Committee meetings in consultation with Marine Litter Cell and Initiative Partners; - Prepares background reports and workshop reports and assist in the press release statements; - Liaise with government officials, partner agencies in Government of India, State Governments and civil society to promote objectives of the initiative; - Prepares progress reports of the Initiative as and review technical documents/reports prepared on marine pollution as identified in consultation with Marine Litter Cell and UN Environment; - Assists and provides technical inputs for the preparation of action plans/ implementation plans pertaining to marine litter cell and marine pollution in the country; - Participates in technical report/studies preparation and provide support to Ministry and UN Environment on matters related to plastic waste management including marine plastic pollution; - Provides technical and administrative support to all project partners under the Initiative for project activities, meetings and events; - Provides support on policy, planning, research and development in relation to matters on plastic waste management; identify critical issues in the project and provide inputs based on the same; - Coordinates and engages with partners working on marine litter ensuring a harmonized approach in consultation with Marine Litter Cell; - Coordinates with Ministry and government officials on a regular basis and ensure smooth implementation of Co the project activities; - Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions; - Contributes to the preparation of various written outputs, draft background papers, analytical notes, sections of reports and studies, inputs to publications; - Provides administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics; - Undertakes outreach activities; participates in the development of stakeholder dialogues, training workshops, seminars, facilitating the outputs of the Initiative; participates in and makes presentations on assigned topics/activities; - Performs other duties as required.

Competencies Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to Marine Litter Pollution. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in environment science/engineering, social science, natural science or equivalent is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.

Working experience in the area of pollution, waste management and marine environmental issues, particularly on land-based pollution or related area is desirable.

Relevant experience in India as well as experience working with the Government of India is desirable.

Working experience in a multicultural environment including United Nations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable. Knowledge of Hindi is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by technical test and competency-based interview.

This is a project post. Appointment or assignment against this position is for an initial period of one year.
