The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the United Nations Human Settlements Programme (UN-Habitat) in Nairobi, Kenya. The focus of the job is the development, implementation, monitoring and evaluation of programmes, operations and other activities in legislation, governance, and policy related tasks, particularly in Kenya. Under the direct supervision of Anne Amin, the Legal Specialist, Policy, Legislation and Governance Section, Urban Practices Branch and overall supervision of Remy Sietchiping, Chief, Policy, Legislation and Governance Section, Urban Practices Branch, the incumbent will be responsible for the following duties:

Responsibilities Responsibilities Based in Kenya and supporting other countries and partners as appropriate, the Urban Law and Governance Assistant Officer will: 1.Assist in providing technical and advisory services to National and Sub-National Governments on Policy, Legislation and Governance frameworks, particularly in Kenya. More specifically, he/she will: a)Assist in developing tools and methodologies to support Sub-National and National Governments to implement, monitor and evaluatelegislation and governance frameworks including their linkages with national urban policies (for example in Kenya, Niger State, Guinea). b)Support in legal, governance and policy research, review and analyses on UN-Habitat thematic issues related to land, urban planning and design, housing, environment, and climate action, etc. The legal, policy and institutional frameworks will be reviewed to assess their effectiveness in supporting urban processes (such as in Guinea). c)Provide Substantive and analytical support in the Policy, Legislation and Governance section in positioning the UN and legislative work to accelerate the achievement of the Sustainable Development Goals (SDGs) and the New Urban Agenda. d)Keep abreast of emerging urban legal and governance development issues to optimize the Policy, Legislation and GovernanceSection’s analytical capacity to respond to Government’s priorities.

2. Support knowledge management and capacity development activities related to National and Sub-National legal and governance frameworks. More specifically, he/she will: a)Participate in the development, implementation and evaluation of Policy, Legislation and Governance projects especially in Kenya; b)Assist in training and capacity building activities for National and Sub-National Governments on legal, governance and policy related issues. c)Assist in county-to-county learning and the sharing of best practices at different levels (County, National, regional, and global). d)Contribute to knowledge sharing platforms (including training and peer to peer exchange) through internal and external platforms and tools, on County and National level on Policy, Legislation and Governance issues related to the New Urban Agenda, SDG 11.a and other UN Policy, Legislation and Governance frameworks, methodologies and tools;

3. Assist in supporting National and Sub-National Governments in strengthening their legal and governance frameworks in their Policy, Legislation and Governance processes. More specifically, he/she will:

a)Assist in supporting the development and implementation of existing National and Sub-National Government Policy, Legislation and Governance frameworks and tools. b)Assist in background research for diagnosis and recommendations for priority thematic areas of work to enhance legal and governance frameworks in Counties and country at large such as urban planning, land, housing, and environment among others and avail relevant materials, tools, methodologies to address existing gaps. c)Support the liaison with relevant academic institutions in capacity development of the National and Sub-National Governments on strengthening legal and governance in their Policy, Legislation and Governance frameworks. d)Support the reviews of projects and documents to strengthen legislation, governance, and policy dimensions.

Competencies PROFESSIONALISM: Knowledge and understanding of sustainable urban development and local governance theories, concepts and approaches especially for the context of Kenya. Ability to identify and develop tools and methodologies for data collection, analysis and presentation. Ability to undertake research, analyze data, make recommendations and write draft reports on legislation, governance, urban-rural linkages,policies (National Urban Policies) including other sustainable urban development issues. Shows pride in work and in achievements; demonstrates professional competence and mastery of Subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education Advanced university degree (Master's degree or equivalent degree) in law, governance, urban policy or related area is required.

Work Experience Experience in providing advisory and technical services in legislation and governance, especially on National and Sub-National urban law (planning, land, housing, climate action etc), capacity development, partnerships building, knowledge management or project/programme management in the context of sustainable urbanization or related area is desirable. Work experience in projects with local/National Government and the UN is desirable. Experience in policy and governance processes is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Fluency in Swahili/Kiswahili is also required; Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
