- Ability to draft standard correspondence.
- Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook).
- Good working knowledge of GSM or other Oracle-based ERP systems is desirable.
- Expert knowledge of English essential.
- Expert knowledge of Hindi essential.
Contract
This is a G-4 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 4 years of experience, depending on education. More about G-4 contracts.
OBJECTIVES OF THE PROGRAMME
Purchasing and Contracts Services (PCS) is responsible for the procurement of goods and services including medical supplies. These activities support programmes, projects, Regional and country office activities of the organization in the South East Asia Region.
DESCRIPTION OF DUTIES
Under the overall guidance of the Procurement Officer, supervision of the Executive Associate (Procurement-Medical), and day-to-day coordination with Procurement Associate, the incumbent will undertake the following duties:
Shipping and Logistics:
Inspect consignment received in Stores/SEARO or at the warehouse of clearing agents, arrange segregation and on-forwarding of consignment to end-users, including preparation of shipping documents for each dispatch.
Initiate the process of insurance claim for any damaged or short supply of goods
Packing of perishable items using dry ice with due diligence in view of the hazardous nature of dry ice and arranging temperature controlled shipment of these goods to end-users in Country Offices.
Prepare gate-pass, dispatch slips, exemption certificates / forwarding receipts as and when required.
Assist in conducting bidding exercise for transportation of heavy shipments and LTAs for clearing and forwarding agents.
Assist in arranging emergency shipments to country offices from SEARO stockpile in consultation with respective units in SEARO.
Procurement of Goods:
To assist in the bid invitation and processing including in-tend, publishing tender notices, bid opening as well as follow-ups, as required.
Create Purchase Orders in GSM, send POs to suppliers and maintain necessary follow-ups for acknowledgement copy(s)
To assist in the monitoring the suppliers' performance and also send appropriate communication to unsuccessful bidders once the tendering processes are completed.
Perform other related duties and be flexible to cover colleagues or represent unit, as assigned by supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary school education. Desirable: Training/certificate in procurement or logistics is desirable
Experience
Essential: At least three (3) years' experience in clerical /administrative work Desirable: Experience in procurement or logistics is desirable
Skills
• Thorough knowledge of modern office procedures and practices; the incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.
• Ability to draft standard correspondence;
• Ability to handle work in a timely and accurate manner with tact and discretion, as required.
• Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training
• Technical expertise and overall attitude of work are required competencies
Other skills (eg. IT): Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook, etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 608,064 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
