Over the past two decades Cambodia has realized exceptional rates of economic growth averaging over 7% prior to the pandemic, with persistent declines in poverty and rapid improvements in human development. Yet Cambodia faces several development challenges. Pressures stemming from Cambodia’s rapid progression as a Middle-Income Country (MIC) have tended to be resource and carbon intensive, resulting in environmental challenges and natural resource depletion. Moreover, the country is facing the impact of climate change. As Cambodia is recovering from the COVID-19 pandemic, there are opportunities for a more sustainable and resilient development pathway.

UNDP Cambodia has been playing an important role in supporting the development and implementation of environment and climate change related policies and strategies of the Royal Government of Cambodia. The current priorities of the Nature, Climate and Energy programme include: 1) Turn climate commitments into action; 2) Increase access to electricity and promote sustainable energy solutions; 3) Promote nature-based solutions to enhance natural resource management and reduce deforestation; and 4) Advance Cambodia’s transition to a circular economy. UNDP has a solid project portfolio to deliver on these priorities and an active pipeline to expand it and grow the partnership base.

The UN Youth Volunteer will support the delivery of the environment and climate change priorities of UNDP Cambodia, by contributing to the policy and research work, the management of projects and the design of new interventions. Through this experience, s/he will get coaching and a comprehensive exposure to both the policy and project work that UNDP carries out on environment and climate change.

Based in the Policy and Innovation Unit, and under the direct supervision of the Environment Policy Specialist, the UN Youth Volunteer will undertake the following tasks:

Policy and research • Support research on and analysis of developments in sectors relevant for climate change and environment in Cambodia. • Provide inputs to development of policy briefs and status papers on developmental challenges/issues related to environment and climate change. • Support preparation of reports and power point presentations for policy engagement. • Assist in compiling knowledge and good practices related to environment and climate change.

Project management: • Support the implementation of environment and climate change projects. • Assist in developing concept notes for project activities (e.g., meetings and workshops) and Terms of Reference for consultants. • Support organization of project related meetings and workshops. • Assist in reviewing and commenting on relevant submissions of project reports to improve the technical quality. • Contribute to development of communication products related to assigned projects, such as project briefs, success stories, blogs etcetera.

Project Design: • Support the preparation of concept notes for potential projects on environment and/or climate change. • Contribute to the development of new interventions/projects on environment and/or climate change.

Cambodia is located in Southeast Asia, between Thailand to the west and Vietnam to the east. The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season lasts from May to October and the hot, dry season from November until April. Phnom Penh is the capital of Cambodia and is the most populated city in the country. Khmer is the official language and the main religion in Cambodia is Buddhism. The Riel is the official currency, however, both US Dollars and Riel are widely used and in cities there is good access to banking and ATMs. The cost of living in Cambodia is relatively low, as compared to many other capitals in Southeast Asia.

House hunting is not difficult in Phnom Penh. Housing is widely available in various sizes and at various price points and Wi-Fi coverage is some of the best in Southeast Asia. Houses and apartments are available to suit most budgets and preferences. The usual means of locating suitable accommodation is through estate agents/realtors. International UN Volunteers are required to follow the UN residential security requirements as per the local MORSS when choosing their accommodation. Food and shopping centers are readily accessible.

There are few taxi operators in Phnom Penh, so for daily transportation the cheapest, fastest and most frequent mode of travel is by a tuk-tuk (a motor-powered rickshaw). Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a pushbike. They are strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes, tuk-tuk or bicycling.

In terms of health, common diseases in Cambodia are those which exist in other tropical countries like diarrhoea, malaria, dengue and HIV/AIDS. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. City dwellers like in Phnom Penh can also be at risk due to poor disposal of waste. Generally in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis.

While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore. While access to health care can be limited, in Phnom Penh hospitals and medical clinics are available with contact information available through the UN system in Cambodia.
