Org. Setting and Reporting This position is located in the Aviation and Movement Control Section within the United Nations Assistance Mission for Iraq (UNAMI), Forward Support Base at Baghdad International Airport (military side). The incumbent reports to the Chief of the Aviation and Movement Control Section.

Responsibilities Within delegated authority, the Assistant Movement Control Officer, under the direct supervision of the Chief of the Aviation and Movement Control Section will be responsible for the following duties:

  • Supports the operation of cargo and personnel movement to/from the mission in the most cost-effective and efficient manner in consultation with the Movement Control Officer.
  • Carries out tasks and assignments at mission headquarters and field offices
  • Assists with aviation internal auditing programs e.g., Corrective Action Plans, Aircraft Inspection Reports, Safety Risk Management Assessments, Safety Assurance Assessments, etc.
  • Provides advice on contract management and performance reporting related to various Aviation and Movement Control contracts/charter agreements on the processing of handling and carrying out contract obligations for vendors, employees, or other businesses and processes.
  • Provides advice in all aspects of transportation, including goods requiring special handling.
  • Liaises with and advises the Military/Guard Unit Contingents on all movement-related matters.
  • Assists and recommends changes (if required) for the development of Movement Contingency Plans (mission evacuation plans).
  • Coordinates with other UN agencies, funds and programmes, NGOs and Government offices with regard to their travel requirements on mission air assets.
  • Advises other staff with respect to the transportation of dangerous goods in accordance with International Air Transport Association (IATA) and Dangerous Goods Regulations (DGRs).
  • Assists and recommends changes for the development and implementation of Aviation and Movement Control Standard Operating Procedures (SOPs).
  • Assists in reviewing and controlling all expenditures from the approved movement control budgets to ensure that the respective movement control requirements are met within allocated funds.
  • Assists in preparing reports on the suitability of use of routes, staging areas, ports, airfields, and road and rail trans-shipment points as and when required.
  • Provides passenger and cargo statistics and advanced data management reports using Microsoft office and Power BI.
  • Performs other related duties as required.

Education A first-level university degree, preferably in transport management, economics, business administration, or related field.

Job - Specific Qualification Certification as an aviation internal auditor/safety auditor is desirable.

Work Experience One to two years of progressively responsible professional experience in movement control, multi-modal transportation, airline passenger and cargo operations, logistics management, commercial shipping operations or a related field is required.

Experience within the context of a humanitarian relief, remote operations support, military, emergency management, peacekeeping or disaster relief operation is desirable.

Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system is desirable.

Familiarity with the considerations involved in the shipment of Dangerous Goods is desirable.

Experience in data analytics is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
