OBJECTIVES OF THE PROGRAMME

The WHO Country Office in Papua New Guinea works closely with the National Department of Health, other development partners and stakeholders to promote the global and regional health goals to achieve good health for Papua New Guinea citizens. The strategic priorities include: 1) achieving sustainable health outcomes; 2) strengthening health system; and 3) emergency preparedness, surveillance and health security.

DESCRIPTION OF DUTIES

Under the administrative supervision of the Programme and Administrative Officer and Head of WHO Country Office, and the technical supervision of the Information Technology Officer, WPRO, the incumbent performs the following functions:

  1. Provides technical support on the administration and operation of the country office's Local Area Network, Wide Area Network and communications including hardware/software requirements, network protocols, information security measures and assists in system integration;
  2. Coordinates with the Information Technology Unit at the Regional Office for the installation, set up, implementation of and training for computer applications to facilitate workflow and implementation of technical/administrative programmes including standard office applications, e-mail services and other regional/global applications;
  3. Installs, sets up and assists in the configuration of new hardware and software in the Country Office and WHO-supported programmes in the country and certifies compliance thereof with the standards and specifications set by the Regional Office;
  4. Ensures functionality of ICT-related equipment, printers and alike services in the office; monitors the conditions of those equipment, performs regular check-up and ensures that the required and appropriate actions or follow-ups are in place;
  5. Conducts assessment and evaluation of ICT needs including virtual connection infrastructure in support of the Country Office and national health programmes and communicates results to the Regional Office for coordination and approval of action;
  6. Provides needed ICT support and proposes proper solutions to users for ICT-related issues including support to virtual meeting connections.
  7. Works closely with relevant staff in the office to ensure timely update and record of the equipment assignment/movement including verification of receipt of newly purchased equipment; assists in conducting inventory of equipment and recommends disposal of equipment under his/her areas of responsibility;
  8. Assists in WIMS and email account creation for new staff, Special Service Agreements and short-term consultants and ensures that all related mailing lists of the office are up to date;
  9. Provides information technology training services leading to better use of IT resources by WHO staff through assessment of needs
  10. Performs any other ICT-related tasks as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school with formal training in the area of informatics and telecommunications including Microsoft Windows operating system family and Microsoft Office Suite.

Experience

Essential: Eight years of experience in computer operation/application, hardware maintenance/trouble shooting and software support. Desirable: Experience working in a UN agency as an asset.

Skills

-Good knowledge of microcomputer operations;

-Working knowledge of Windows Operating System and Windows-based networking environment and Windows-based Back Office server and desktop applications;

-Knowledge of basic telecommunications technologies and internet-based protocol;

-Good knowledge of office procedures and ability to acquire knowledge, understand and apply WHO policies, rules and regulations;

-Results oriented, good interpersonal and communication skills;

-Ability to act with tact, diplomacy, good judgement, discretion and respect for confidentiality;

-Ability to analyse and interpret source documentation and data;

-Ability to discern routine from nonroutine;

-Excellent communication (written and oral) and interpersonal skills.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PGK 57,053 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
