OBJECTIVES OF THE PROGRAMME

The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The overall Objective of the Administrative Unit within the Country Office is to provide core services in order to facilitate programme delivery in all aspects of administration & financial operations, including budget, HR, IT, Group Educational Activities (ex-Fellowships),Travel, Protocol, Procurement, Security, Transport and Building Management ensuring efficient and smooth functioning of the Bangladesh Country Office. The ICT Sub-Unit will deliver efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to perform their daily work competently to meet the WHO mandate in line with WHO strategies, policies and procedures

DESCRIPTION OF DUTIES

Under the overall guidance of Administrative Officer, the direct supervision of the ICT Associate, and with the guidance of the Country Office ICT team, the incumbent performs the following duties:

  • Ensures WHO ICT strategies, security policies, technology standards, guidelines and procedures are well introducted and implemented at field offices;Participates in the development and implementation of ICT annual plan and Standard Operating Procedures for ICT services;
  • Ensures effective functioning, installation, operation and maintenance of all WHO field offices hardware equipment. Carries out system and hardware maintenance tasks, such as running specialized network monitoring and system protection, to ensure technology is running effectively;
  • Trouble-shoots and monitors network problems at field offices. Ensures that globally managed desktop environment (Synergy) and network resources are protected from malware;Implements field office backup and restores procedures for users local drives, maintaining backup logs and off-site backup storage;
  • Liaise with Country Office ICT team in ensuring field offices business continuity and disaster recovery processes and procedures including backup and restore of server and local storage facilities;
  • Resolves queries independently, escalating if required, to ensure that standard IT questions are answered and accurate information is provided to staff;
  • Provides standard technical training to end users of commonly used technology and systems, in order to assist WHO staff in conducting their work.
  • Acts as a backup for other members of the country office ICT infrastructure Services team, and carries out any other duties relevant to the job, as required by the Supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education supplemented by relevant courses in Information and Communications Technology and/or certification from Microsoft - Microsoft Certified System Engineer (MCSE). Desirable: University Degree in IT would be an asset;Information Technology Infrastructure Library (ITIL v3) Certification and Cisco Certified Network Associate (CCNA) certification would be an advantage.

Experience

Essential: At least 5 or more years of progressively responsible work experience in information technology, including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages and applications. Desirable: Proficiency with WHO standard software such as MS Office 2003/2010, Windows XP and windows 7, MS Exchange 2003/2010 University Degree in IT would be an asset.Relevant experience in UN/ International Organization would be an advantage

Skills

Formal training and experience in network management, including working knowledge of routers and managed switches technology, structured cabling equipment and related circuitry.Good understanding of Transmission Control Protocol/Internet Protocol (TCP/IP) and VSAT technology;Good knowledge of system administration in Microsoft Windows environment, installation and management of Microsoft Exchange Server, Microsoft Internet Information Server and Microsoft SharePoint server;Thorough knowledge of modern office procedures and practices and the ability to maintain and update knowledge of office technology gained through technical training and work experience; Ability to build relationships with a variety of individuals across functions;Experience in coordinating the work of others and self and training and supporting others;Ability to work under pressure to meet deadlines;Ability to adapt to changing technology;

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BDT 1,567,408 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
