BACKGROUND & RATIONALE

UNICEF works closely with multi-national corporations, national companies and small to medium-sized businesses to identify, design and implement partnerships that leverage the strengths of the corporate sector on behalf of the world’s children, especially the most vulnerable.

Companies, entrepreneurs and people can engage with UNICEF through finance support, advocacy, core business activities and assets and business practices.

In São Paulo capital, UNICEF keeps a team of experts that build straight relationship with companies, foundations, philanthropists and counselors that need to be supported. With and for them a range of online and presential events is promoted along the year.

The chief of São Paulo office coordinates the activities of the Advisory Council, whose members support UNICEF to expand and strengthen strategic alliances with the private sector to generate results for children, including through financial and non-financial engagement; advise UNICEF Brazil to increase visibility through traditional and social media and other communication channels; support UNICEF Brazil widen and optimize its network, particularly with corporations, foundations, business platforms and individual philanthropists to generate results for children; help UNICEF Brazil with market understanding of trends, regulations and other situations potentially impacting its resource mobilization potential and to provide UNICEF Brazil with advice on any other issues related to its private sector engagement and partnerships.

In addition, a set of purchases are required from the office as part of the negotiation process with partners, which require pricing, approval of proposals and monitoring of deliveries.

PURPOSE

Under the supervision and guidance of the Chief Field Office in São Paulo and in coordination with the Private Fundraising and Partnerships (PFP) national team, the individual contractor will provide operational support to the national fundraising and partnerships strategies, in 4 (four) fronts: 1) Support the Advisory Council; 2) Support the national PFP activities implemented in São Paulo; 3) Daily operational support to local PFP team; 4) Purchasing management related to UNICEF's corporate partnership activities in São Paulo.

Those initiatives respond to the following outcome of the UNICEF Brazil Country Programme 2017-2021:

Outcome 4: By 2021, engaged citizens, including boys, girls and families, millennials, individual donors and private sector partners, are driving public action for the realization of children’s rights.

And to the goals of the Private Sector Fundraising: total income from private sector fundraising; fundraising net contribution and fundraising cost income ratio after recovery cost.

Expected results:

Result 1: Advisory Council members supported in all its logistics and organizational demands concerned their activities for and with UNICEF in 2021

Activities:

a) Scheduling, organizing and following up of at least 4 meetings a year; b) Maintaining permanent contact with the counselors’ assistants; c) Organizing internal meetings to align on demands about the Council; d) Liaising with other UNICEF staff to provide necessary materials to the counselor, alerting about important facts evolving them; e) Preparing the minutes during the meetings, circulating internally for review by the UNICEF team involved with the agenda and, subsequently, sharing with members; f) Conducting follow-up on matters agreed during the meeting with appointed members; g) Providing financial administrative support for the advisory council initiatives; h) Supporting the organization of events.

Result 2: National PFP activities in São Paulo supported in 2021

Activities:

Supporting the organization of meetings and events in São Paulo, by: a) negotiating agendas; b) hiring local services; c) preparing documents for payments and others; d) updating mailings; e) sending invitations and doing follow-ups; f) buying demanded materials.

Result 3: Local PFP team in São Paulo supported in 2021, in terms of its demands with transportation, purchase and shipping of materials, preparation of appropriate spaces for meetings and events

a) Activities: Support in hiring services necessary for the work of the local team; b) Purchase of materials needed for meetings and events, based on price-making processes when necessary; c) Hiring transport services when necessary; d) Organization of agenda when necessary; e) Preparation of spaces according to the guidelines for prevention of COVID-19.

Result 4: Purchase processes related to donations to São Paulo supported in 2021

Activities:

a) Management of purchases and deliveries of donations to UNICEF in São Paulo, including pricing processes, deliveries, reports of partners receiving deliveries, relationships with partners during the processes, reports of donations in kind, contracting and management of necessary services.

The services included in the contract will be delivered continuously, with the same intensity throughout the months. The results will be evaluated by the following deliverables:

  • Monthly reports on the advances achieved;
  • Mailings quarterly updated;
  • Reports of the Advisory Council quarterly approved;
  • Bidding processes correctly conducted and documented;
  • Attendance at registered and archived meetings.

Duty Station: São Paulo, SP

Timeframe

Start date: 01/02/2021 End date: 31/12/2021

Amount to be paid monthly:

R$ 7.120,00 per month.

PERFORMANCE INDICATORS

  • Quality of the contents;
  • Punctuality in meeting deadlines;
  • Timely provision of the deliverables;
  • Full adherence to the monthly workplans and diligences as agreed with supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc).

If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil will the payment be processed.

Key competences, technical background, and experience required Deadline

  • First University Degree in Bilingual Secretariat, Business Administration or other related field is required.
  • At least 4 years of experience in supporting secretarial processes, with business leaders, civil society organizations or governments.
  • Fluency in Portuguese required. Fluency in English is an asset.
  • Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent.
  • Experience with fundraising is an asset.
  • Teamwork skills and capacity to work with tight deadlines.
  • Availability to live in São Paulo (Capital).

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • UNICEF will provide the individual contractor all required core equipment and material for fulfilling his duty, including computer. Printers and connection to internet will be provided at the São Paulo zone office.
  • Activities should be carried out most of the time physically at the UNICEF office in São Paulo, following the security protocols for preventing COVID-19.
  • Expenses related to these travels will be covered by UNICEF and paid to the Consultant as per UNICEF travel rules and regulations.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

FEE PAYMENT

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

RESTRICTIONS

In case of government officials, the contract cannot be issued without prior written clearance by the Government, or unless on leave without pay.
