You have:

  • Have a secondary education diploma (BAC).
  • Post-secondary certification in functional area (Finance, Administration, Economy) or related field is desired.
  • At least five (5) years of progressively responsible professional experience in the relevant field.
  • Proficiency in office equipment and software such as MS Word, MS Excel, and PowerPoint.
  • Intermediate knowledge of English is desired.
  • Must have mastery (level C) of French (spoken and written).
  • Ability to identify discrepancies in data and address issues requiring special attention.
  • Ability to provide guidance or basic on-the-job training to less experienced staff members.

CONTEXTE ADMINISTRATIF :

Ces postes sont à pourvoir dans le bureaux de pays, des bureaux de terrain ; et les titulaires relèvent du ou de la Responsable de l'unité, du de la Chef du service ou du ou de la Chargé(e) des finances, ou de son ou sa suppléant(e).

À ce niveau, les titulaires du poste doivent assumer la responsabilité de la bonne mise en œuvre de diverses procédures et activités financières/budgétaires nécessitant d'eux qu'ils interprètent dans une certaine mesure les orientations et pratiques standard à leur disposition. Toutes et tous doivent pouvoir recommander des lignes d’action à leurs collègues à divers échelons et peuvent assigner des tâches à d’autres membres du personnel d’appui

OBJECTIFS ATTACHÉS AU POSTE :

Aider à assurer des services de soutien financier, budgétaire et administratif afin de permettre une utilisation transparente et efficiente des ressources financières.

PRINCIPALES FONCTIONS ET RESPONSABILITÉS (liste indicative et non exhaustive) :

1. Aider à fournir au personnel une assistance sur les procédures applicables et un appui technique dans les domaines de la finance et du budget pour veiller au respect des politiques et des règles de gestion financière et du Règlement financier du PAM.

2. Assurer un suivi mensuel des prévisions de dépenses et communiquer des rapports sur les dépenses afin de faciliter la prise de décisions en connaissance de cause.

3. Assurer un suivi régulier des comptes d'avances temporaires et des comptes auxiliaires pour vérifier que les fonds sont disponibles et décaissés de manière appropriée.

4. Vérifier les créances des fournisseurs, les avances et les autres sommes à recevoir et respecter les procédures d'achat appropriées, afin de s'assurer que les fournisseurs sont réglés en temps voulu et conformément aux règles de gestion financière et au Règlement financier du PAM.

5. Aider à réunir des informations en provenance de diverses sources pour établir des états budgétaires, comptables, financiers et statistiques. 6. Récupérer, mettre en forme et vérifier les informations issues de divers systèmes d'information financière et porter les anomalies ou inexactitudes éventuelles à l'attention du ou de la responsable hiérarchique, et assurer le suivi des mesures correctives.

7. Effectuer des tâches administratives relatives au suivi et à l'enregistrement des immobilisations et des dépenses en carburant et en pièces détachées destinées aux véhicules et aux groupes électrogènes, afin de s'assurer que les bases de données sont actualisées correctement.

8. Tenir à jour le registre Web où sont consignés les factures et les paiements et archiver les pièces, afin de s'assurer que tous les documents sont gérés et classés conformément aux normes et directives du PAM.

NIVEAU DE QUALIFICATION ET D’EXPÉRIENCE PROFESSIONNELLE

MINIMAL REQUIS :

Formation :

  • Être titulaire d’un diplôme d’études secondaires (BAC).
  • Une certification d’études post-secondaires dans le domaine fonctionnel (Finances, Administration, Economie) ou autre domaine connexe est souhaité.

Expérience professionnelle :

Au moins cinq (5) ans d’expérience professionnelle, à des niveaux de responsabilité de plus en plus élevés, dans le domaine considéré.

Connaissances et compétences :

  • Maîtrise de l’utilisation du matériel de bureau et des logiciels tels que MS Word, MS Excel et PowerPoint.
  • Connaissance des procédures et des méthodes courantes à appliquer pour mener à bien le travail demandé sous une supervision minimale.
  • Aptitude à repérer des anomalies dans les données et à corriger les problèmes appelant une attention particulière.
  • Aptitude à donner des orientations ou à assurer une formation élémentaire en cours d'emploi à des membres du personnel moins expérimentés.

Connaissances linguistiques :

  • Maîtrise (niveau C) du français (parlé et écrit).
  • Connaissance intermédiaire (niveau B) de l’anglais est souhaité.
