World Vision Georgia (WVG) is pleased to announce an opening for the position of Community Mobilizer Assistant.

Location:Tbilisi****.

Duration: April 2024 – December 31, 2024

Time frame: Full time (40 hours per week), Monday- Friday

Background information:

World Vision is an international relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. In 1994 WV opened its office in the capital of Georgia, Tbilisi, in response to the country’s dire need for assistance and intervention in the lives of the poor and vulnerable. Currently, WV provides diverse services for the most vulnerable groups across the country. Advocacy, consultancy, and capacity building are the main working directions for WV as well.

The escalation of conflict in Ukraine has caused civilian casualties and destruction of civilian infrastructure, forcing people to flee their homes seeking safety, protection, and assistance. Millions of refugees from Ukraine have crossed borders into neighboring countries. While Poland, Moldova, and Romania have currently accepted the most refugees, Georgia is also becoming a shelter for Ukrainian people, and their number continues to rise.

According to UNHCR, 21145 Ukrainians are recorded in Georgia as of June 17, 2022. As there are currently no direct travel opportunities from Ukraine to Georgia, most refugees transit Poland to arrive in Georgia via plane. Relatively smaller groups of Ukrainians have entered the Country from the Turkey-Georgian land border. Currently, the largest amount of Ukrainians is coming from the Russian-Georgian land border (Larsi). It has to be mentioned that several hundred Ukrainian tourists arrived in Georgia before the war and are still unable to return.

From the very beginning of March, many Georgians have welcomed Ukrainians into their families. moreover, hotels and hostels have offered free accommodation in the frame of the state/municipality programme, or private willingness.

In the frames of the multi country Global response of WV International, WV Georgia started to respond to the emerging needs of the Ukrainian refugees from the very onset of the crisis by launching humanitarian response programing in Georgia under the ADH (Aktion Deutschland Hilft) funding stream.

At the outset of the program World Vision Georgia positioned itself to respond to the needs of about 5,000 Ukrainians who were stranded in Georgia as the war began and who were not able to return. It quickly expanded its services to the newly arriving refugees. Over a period of 8 weeks, as of 20 April 2022, some 25,000 Ukrainians came to Georgia, averaging 500-600 a day and around 4,000 a week.

Refugees arriving in Georgia from Ukraine are in need of immediate humanitarian support, access to basic services, to information and psycho-social support.

WV will work closely with the GoG, local municipalities, UNHCR and the Ukrainian Embassy in Georgia. It will carry out a comprehensive needs assessment of newly arriving refugees and tailor provided assistance to their immediate and medium-term needs. Program interventions will focus on the provision of immediate humanitarian support to the affected population with food security, child protection, information and access to basic social services, such as education, healthcare and employment services as well as psycho-social support and therapy.

Program interventions will be updated according to a possibly changing situation and changing needs of the refugees. Additionally, host communities’ need for integration into certain events and activities will be planned for in order to ensure integration and communication between refugees and host communities.

In this context the project aims to contribute to life-saving assistance to meet the basic and protection needs of around 6,000 vulnerable refugees in Georgia Refugees already residing in Georgia and those still arriving are in dire need for compact information concerning social services of the Georgian state and other stakeholders that they are entitled to. This activity will develop these kind of information materials in Ukrainian language, covering information on education, healthcare, employment services, social and other services for refugees. It will also inform them about where to receive those services and relevant contact points. Project staff will be in regular contact with project beneficiaries through information sessions, providing cash assistance, psycho-social support etc. and during these contacts the individual needs of the refugees will be talked about and staff will provide assistance in linking refugees to social service providers that will be of help to them.

The purpose of the position is:

  • to Support implementation of project interventions at the community/beneficiary level.
  • Undertake outreach and information dissemination campaigns to increase community engagement. Community Mobilizer Assistant is a primary point for the outreach and mobilization of the Ukrainian refugee to be engaged in the project activities. She/he is well equipped with the knowledge of the needs of the Ukrainian community members. Assists in Community Mobilizing activites to foster networking and intercommunication among beneficiaries, project stakeholders and state actors to reach impact thorough people participation. Through his/her work ensures that communities and individuals are provided with necessary information and knowledge as well as motivated to participate in various platforms/activities/social events.
  • The job includes a variety of office, project support and/or logistical duties.

Major Responsibilities:

  • Support with mobilization of participants and facilitate the active engagement from the part of UKR community;
  • Ensure outreach to the maximum number of beneficiaries, especially with special needs or various forms of vulnerability;

  • Work closely with Happy Space Coordinator to plan and manage centre’s activities;

  • Assist with activities for the children, which includes preparing refreshments, serving to kids, cleaning up upon completion of a day or an activity;
  • Provide a friendly, interactive, educational, safe, and clean environment for children;

  • Provide daily childcare duties (preschool mostly);
  • Assist with indoor and outdoor projects/activities;
  • Assure that children are protected and supervised at all times;
  • Assist individuals, groups or families to navigate through various platforms in order to obtain all relevant and necessary information and referrals;
  • Participate in planning, monitoring and reporting activities;
  • Assist project staff with data collection, recording and documentation of project beneficiaries;
  • Maintain centre’s cleanliness and sanitation;
  • Ensure that the daily performance strictly complies with policies, procedures and regulations set within the organization;
  • Report to Centre Coordinator on any cases needing specific or particular attention; on accidents and injuries if any;
  • Deliver monthly status reports to Project Manager.

Qualifications and Experience Required:

  • Bachelor’s degree in Social or Humanitarian Work or related fields;
  • At least 1 year relevant work experience;

  • Experience connected with outreach to various groups and communities and organizing people for impact;

  • Experience of working with diverse societies;
  • Experience in mobilization and outreach activities will be an asset.
  • Experience with community work, working with children and parents.

  • Full understanding of the vision, mission, and core values of WV.

Language requirements:

  • Exceptional communication skill (written and verbal) in Russian and Ukrainian;
  • Knowledge of English is desirable.
