Result of Service

With the current security environment and increase security operations and with the Security Support to the for conferences and meetings in the UN Complex, it would be beneficial to use the services of the Consultant to be deployed at a short notice to; - Prepare a draft security plan for a specific area within the overall UN mission area of operations and UN Compounds. - Guide in performing routine investigations or security assessments to ensure the safety of field staff to enter or return to a location where actual or suspected problems exist. - Assist higher grade Security Officers in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies. - Assist to identifying and recording of United Nations assets and number of staff and dependents requiring protection and to assist in developing estimates for number of guards required.

Duties and Responsibilities

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat) globally, as well as other UN offices in Kenya, by providing administrative, security, conference, and information services (www.unon.org). The post is located in the Department of Security and Safety Service (DSS) at the Nairobi duty station. The United Nations Security and Safety Service (SSS) is responsible for providing security to delegates, staff, visiting dignitaries and other visitors. Under the direct supervision of the Chief and Deputy Chief, Security and Safety, the incumbent will perform the following: 1. Conduct physical security assessment of UNON compound. 2. Conduct fire safety assessment of UNON compound. 3. Achieve in maintaining Humanitarian minimum operating security standards (HMOSS) compliance. 4. Oversee the operational quality control and service delivery. 5. Conduct internal audit of security operations and service delivery. 6. Prepares a draft security plan for a specific area within the overall mission area of 7. operations. 8. Performs routine investigations or security assessments to ensure the safety of field staff to enter or return to a location where actual or suspected problems exist. 9. Conducts routine security surveys of office and residential areas and premises. 10. Investigates and prepares reports on minor cases of theft, illegal entry, assault, or other incidents. 11. Assists higher grade Security Officers in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies. 12. Performs other duties as assigned.

Qualifications/special skills

Advanced university degree (Master's degree or equivalent) business administration, political/social science, psychology, international relations or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of Five (5) years' of progressively responsible experience in the military, police, security management preferably in the police or military context or related area is required. International exposure in a management function in the United Nations or other international organizations is required. Experience in planning, design, implementation or review of risk mitigation measures related to operations impacted by insecurity and/or humanitarian assistance is desirable.

Languages

English and French are the official languages of the United Nations Secretariat. For the post advertised fluency in English is required; Knowledge of another UN official language is desirable.
