You can access the full UNAIDS Competency Framework at www.unaids.org MANDATE OF THE DEPARTMENT: The Department of Finance and Accountability (DFA) is responsible for coordinating resource allocation at all levels, monitoring the financial implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Department of Finance and Accountability works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021. Main tasks and Responsibilities of the Position: Under the supervision of the Chief, Budget and Resource Management, the Budget and Finance Assistant supports the work on the Secretariat’s operational budgets for regional, country and liaison offices, monitors operational budget implementation, provide guidance and takes corrective measures, where required, to strengthen accountability across offices on these matters.

This includes working directly with Regional Support Teams and Country Offices to ensure compliance with rules, policies and procedures and proper use of operational budget allocations and related transactions in the Enterprise Resource Planning (ERP) system.

He / she has the following key responsibilities: - Review and analyze submissions for biennial and ad-hoc requests for operational budgets, prepare comparisons and trends with previous years, provide feedback and recommendations to the Chief, Budget and Resource Management. - Perform regular review, analysis and reconciliation of rent costs, common services and other transactions under the operational workplans, verifying entries and supporting offices to implement appropriate corrective actions in line with UNAIDS rules, regulations and practices. - Support the review and analyses of financial reports submitted by Cosponsors; regular monitoring of mandatory deliverables in line with signed Letters of Agreement with Cosponsors and provide regular updates to the supervisor. - Assists with workplan management actions in the ERP system by budgeting and funding of workplans, updating planned costs, post mapping to appropriate funding sources and budget lines and, other necessary actions in the ERP system to ensure its compliance with an approved allocations and organizational structure. - Assist in the preparation of budget Implementation reports, and other reports and briefings as necessary. - Provide inputs into the development of new procedures and guidelines in workplanning and operational budget implementation, identify streamlining opportunities and implement them. - Provide in depth advice and guidance on Enterprise Resource Planning (ERP) system on operational budget matters and ERP requirements in workplanning and project management, to the assistants across Regional Support Teams, Country and Liaison Offices. - Perform other related duties as requested. REQUIRED QUALIFICATIONS Education: Essential: Completion of secondary education and/or post-secondary para-professional training or certification in Budget, Finance, Accounting or related discipline.   6. Being accountable Experience: Essential: A minimum of five years’ experience in finance, budget or accounting, including experience in dealing with budget and/or finance issues within the UN System. Extensive experience using Enterprise Resource Planning (ERP) systems or similar.

Desirable: Relevant international organizations’ experience, preferably including the United Nations system. Languages: Essential: Excellent knowledge of English and knowledge of German.

Desirable: Knowledge of another UN official language. Additional Information: This General Service position is considered locally recruited and therefore it doesn't bear any of the entitlements associated with international appointments.

If selected, staff members will have to move and live in Bonn or the immediate surroundings at their own expense.

Teleworking from outside of the duty station is not an entitlement and may only be possible for a maximum of 30 calendar days.
