You can access the full UNAIDS Competency Framework at www.unaids.org MANDATE OF THE DEPARTMENT: The Department of Finance and Accountability (DFA) is responsible for coordinating resource allocation at all levels, monitoring the financial implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Department of Finance and Accountability works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021. Main tasks and Responsibilities of the Position: Under the supervision of the Chief, Budget and Resource Management, the Budget and Finance Assistant supports the workplan management actions in the Enterprise Resource Planning (ERP) system, generate budget and other implementation reports and travel statistics. He/she reviews and verifies accuracy of UN common service invoices, coordinates and ensures transfer of funds to Cosponsors and ensure their timely payment.

He / she has the following key responsibilities:

  • Assists and provide support with workplan management actions in the ERP system by assisting with budgeting and funding of workplans, updating planned costs, post mapping to appropriate funding sources and budget lines, prepare expenditure batches and, other necessary actions in the ERP system as required.
  • Assist with review of workplans in the ERP system to ensure consistency with required parameters.
  • Receive and verify accuracy of UN common service invoices, follow up with UN focal point and ensure their timely payment.
  • Assist with reviews and analysis of financial reports submitted by Cosponsors. Coordinates and ensures transfer of funds to Cosponsors in a timely manner.
  • Monitor and regularly update Project approver roles and position parameters in the ERP system in line with staff changes and approved financial authority levels.
  • As the Committee Secretary, prepare, organize and draft minutes of the Global Property Disposal Committee (PDC), reviews submitted requests for disposal to ensure accuracy and completeness and ensure submitting unit receives the final decisions of the Committee in a timely manner.
  • Monitor and regularly updates the content of the Budget page on the intranet to ensure the information is up-to-date.
  • Collect and prepare budget data as required, check funds availability in the ERP system and assist in the preparation of budget implementation reports, and other reports and briefings as necessary.
  • Provide assistance in the implementation of team's activities, including but not limited to assisting with the organization and coordination of meetings and webinars, preparing agendas, background files and documents and following up actions on agreed initiatives, draft minutes and notes for the record, provide support to team's workplan reporting, coordinate travel plans and handling all aspects of travel arrangements.
  • Perform other related duties as requested. REQUIRED QUALIFICATIONS Education: Essential: Completion of secondary school education, or relevant technical or vocational training.

Desirable: Post-secondary or para-professional training or certification in accounting, budget or finance or related discipline. Competencies: UNAIDS Values:

Being accountable Experience: Essential: A minimum of five years’ experience in finance, budget or accounting, including experience in dealing with budget and/or finance issues within the UN System. Strong experience using Enterprise Resource Planning (ERP) systems or similar and advanced knowledge of excel spreadsheets and database packages.

Desirable: Relevant international organizations’ experience, preferably including the United Nations system. Languages: Essential: Excellent knowledge of English and German.

Desirable: Knowledge of another UN official language. Additional Information: Please note that this is a locally recruited position. Any costs associated with relocation to Bonn must be covered by the selected candidate.
