In collaboration with national governments, non-governmental organizations and other United Nations agencies, UNFPA has developed an action program to consolidate the rights of people with disabilities, especially their sexual and reproductive rights, to draw more attention to their situation and to prevent and address the situation of inequality and discrimination they experience.

As a result, a 2019-2021 strategy was developed by LACRO UNFPA with general guidelines to orient technical assistance and regional cooperation actions based on the social model of disability proposed by the CRPD, in the contexts of the 2030 Agenda, the Sustainable Development Goals, the follow-up of the Cairo Programme of Action (ICPD+25) and the Montevideo Consensus on Population and Development.

The United Nations Population Fund (UNFPA) as part of its support to the Government of Haiti wishes to implement this strategy. To do so, UNFPA is working with Ministries (BSEIPH/MAST, MCFDF, MSPP, MJSP, PNH/MJSP, MAST,) and civil society organizations to raise awareness, advocate for the establishment and enforcement of laws and policies to improve the quality of essential services for people with disabilities. In order to ensure optimal conditions for the implementation of the 2019-2021 VIP strategy and UNFPA's work plan in the Gender & Human Rights program, it is agreed to proceed with the recruitment of a Junior Gender Inclusion & Diversity Project Assistant to support the day-to-day management of the project implementation.

Under the direct supervision of the National Programme Officer, Gender and Human Rights, and the overall guidance of the Deputy Representative, the Junior Project Assis-tant, under the direct supervision of the Gender and Human Rights Programme Officer, Technical Focal Point of the project, will carry out the following tasks and responsibilities:

PLANNING
• Contribute to the development and monitoring of the annual work plan.

MANAGEMENT AND MONITORING
• The Junior Project Assistant Gender, Inclusion & Diversity executes his/her mission in collaboration with the indicated UNFPA staff. He/she is responsible for contributing to the effective implementation of project activities and carrying out monitoring tasks required by the project management modalities specified in the project document, including:

• Monitoring the implementation of activities: The Junior Gender, Inclusion & Diversity Project Assistant
-Maintains project management tools, based on information provided by the Gender and Human Rights Program Officer (Risk Log, Problem Log, Lessons Learned Log) with an ability to assess risks to any project implementing entity and solutions to address them; -Contributes to the preparation of all requested documents and periodic progress reports; -Ensures/supports the organization of workshops, monitoring meetings and events related to the implementation of the 2019-2021 strategy and the drafting of their minutes;
-Ensures/supports the organization of trainings and seminars of the project; -Ensures the day-to-day & efficient management of the project in the absence of the Gender and Human Rights Program Officer; -Participates, at the request of the Gender and Human Rights Program Officer, in selection committees for consultants, experts or others.

• 2. Administrative and Financial Management: The Junior Project Assistant Gender, In-clusion & Diversity: -Ensures support to the administrative and financial management of the project, while respecting the procedures applicable to the project implementation modalities according to the partners (holding meetings with the partners on the follow-up of expenses, equipment and training materials and others...) ;
-Ensures the work of the project secretariat: drafting of correspondence, organization and holding of project briefings for the Representative; -Manages authorization requests (signature checklist) in relation to payment requests on ATLAS in conjunction with the Alternate Program Manager in the absence of the Gender and Human Rights Program Officer; -Ensures the accuracy and reliability of financial reporting in conjunction with the Finance Focal Point by controlling expenditure allocations by category (staff, travel, P.I. funds, support costs) throughout project implementation;
-Prepares budget revision drafts based on work plan revisions; -Prepares documents required for audit and/or evaluation missions and assists the Gender and Human Rights Program Officer in the implementation of audit recommen-dations;
-Ensures, on a monthly basis, the regular monitoring of the partners' action schedule in order to anticipate the expenditure/advance ratio. -The Junior Project Assistant for Gender, Inclusion & Diversity may be required to perform other activities/tasks as requested by the Gender and Human Rights Program Manager, depending on the needs of the program.

The candidate for the position of Junior Project Assistant Gender Inclusion & Diversity must meet the following requirements:

-Have a university degree, preferably in the field of Legal Sciences and related studies.
-Have a good knowledge of women's rights legislation and gender issues in Haiti, institutional actors and sustainable development goals;
-Have previous experience or an internship report in the management of development projects and/or programs. Knowledge of UNFPA procedures will be considered an asset;
-Excellent writing skills in French, good English skills would be an asset.

Haiti shares Hispaniola with the Dominican Republic in the Caribbean Sea. Haiti has strong agricultural, tourist, cultural, even industrial potentialities. But development efforts are undermined by continued environmental degradation, economic and social crisis, and political instability. The country remains vulnerable to unrest and sporadic violence. The entire country is in Security Phase III which requires authorization for all personnel movements.

Haiti is a non-family duty station. The country is mostly mountainous, with a tropical climate. There are two rainy seasons (April-May and September-October). The hurricane season occurs from June to September and the average temperature is 25 degrees Celsius. The ability to live and work in difficult conditions of developing countries is necessary. Food and water: Most super markets have reopened but food is still quite expensive. Potable water is available in most supermarkets at a reasonable price.

Health: UN Volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies. The following vaccinations are required and/or recommended prior to travel or upon arrival: typhoid, hepatitis A and B, yellow fever (required for travelers arriving), polio, rabies, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all parts of the country).

Personal and Home Security is your own responsibility. All the UN personnel including UN Volunteers are advised to have 24-hour security outside your residence. UNDSS will give you a Security Briefing upon your arrival, including suggestions for improvement in the security situation of your residence, and will also make sure the compliance to UN Minimum Operational Residential Security Standard (MORSS). Local security is at stake with high insecurity rate and impunity. UN Staff including UN Volunteers have a 24 hours’ full access to a UN Medical Clinic. It is relatively easy to find supermarkets in Port-au-Prince, but there is much less choice in the provinces. It is recommended to use only Mineral Water during your stay in Haiti, as local water is poorly treated and unsafe to drink. Sockets fit round two-pin plugs (as in USA) but adapters can be easily found to fit Continental /European appliances. Electricity failure frequently occurs everywhere in Haiti and power surge protectors (about US$ 30-40) are strongly recommended.

Reasonable Accommodation
