OBJECTIVES OF THE PROGRAMME

The main objectives of the assistant are: to support the overall effort of the Health System Development (HSD) team, to assist in monitoring awards and regularly preparing financial reports to donors; and to provide effective secretarial and administrative work to enable high quality work of the team.

DESCRIPTION OF DUTIES

1. Screens incoming correspondence, document and reports and routes to the supervisor with full background material; ensures its distribution and follows up on deadlines;

2. Takes/transcribes non-technical and technical correspondence, reports, etc. from dictation, tapes and manuscripts, using word-processing equipment, ensuring grammatical accuracy, conformity with procedural accuracy and format;

3. Drafts correspondence on routine matters on own initiative or from brief instructions; takes notes at meeting as basis for minutes and assists in providing interpretation as and when required;

4. Sets up schedules of appointments for supervisor and visitors; places and screens telephone call and answer queries with discretion. Make travel arrangement for the team, including transport/security clearances, and preparation of briefing folders for duty travel;

5. Open/ organize and maintains project files with an appropriate system for follow up on responses and deadlines;

6. Undertake searches, compiles and maintains information relevant to Health Sector Development (HSD) team; assist in monitoring of project implementation;

7. Initiates administrative actions related to programme issues, finance, procurement and supplies, staff, travel, project agreements and follows up as needed, including using Global Management System;

8. Occasionally translates non-technical documents from Khmer to English and vice versa if needed,

9. Maintains and updates expenditure records, prepares local purchase orders for supplies and equipment; prepare report as and required. Maintains an appropriate follow-up system;

10. Provide administrative support to organize workshops, meetings and training course, including preparations of related folders;

12. Provide administrative support to visiting staff and consultants as and when requires.

13. Occasionally replaces secretarial staff within the country programme areas during their absences as coordinates by administrative Assistant; and

14. Perform related duties as required

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to completion of secondary education with secretarial/administrative training. Desirable: Degree of Diploma in Business Administrative of relevant field.

Experience

Essential: At least five years' experience in secretarial/administrative posts, preferably including experience in WHO or in another international organization. Desirable: At least three years' experience as Finance and Administrative manager, or senior administrative assistant with finance experience.Work in UN environment.

Skills

Thorough knowledge of office procedures and broad administrative functions.

Ability to acquire knowledge of WHO finance and administrative rules, procedures and regulations.

Ability to prepare substantive correspondence, and to analyze and interpret source documentation and data.

Good interpersonal and communication skills, tact, diplomacy and versatility.

Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,693 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
