Project Information:

For several years, UNOPS has been working in direct support to the Ministry of Health. The fields of intervention of the Tunis office range from the construction of structures and the management of supply processes. UNOPS aims to recruit a Project Manager who will integrate the health technical team and will have to work closely with the Ministry of health and other partners such as Global funds and World Bank. The PM will be responsible to manage a team and several stakeholders. The PM will have to travel to various locations in the country and ensure the quality insurance of the activities. This is a very complex program with many interventions and the PM will have to manage local and central government.

Local Context:

UNOPS has been overseeing activities in Tunisia since 2006 in various sectors to support the government in implementing programs with a positive impact. The UNOPS office has 4 strategic areas of intervention: 1) procurement 2) complex project management 3) infrastructure 4) technical assistance. UNOPS has been working with several ministries such as the Ministry of health, education, justice to name a few.

For several years, UNOPS has worked in direct support of the Ministry of Health. The areas of intervention of the Tunis office range from construction to procurement management. This offer aims to recruit an Inventory operations officer / specialist who will join the health technical team and will work within the health project and will have to travel to various governorates in the country to ensure the inventory operation across the country is being implemented up to the defined standards. The incumbent will ensure the quality assurance of this activity during the course of implementation which is estimated to be between 12-16 months including the consolidation of the final reports.

Functional Responsibilities

Under the responsibility of the Project Manager, the Asset Management Senior Officer (Inventory) will perform the following tasks/responsibilities:

Support the UNOPS technical team

  • Support the team assigned to the supervision of the projects to which he/she will be assigned.
  • Deep understanding of the technical needs of the client to translate into a project strategy which will also inform the procurement strategy to be put in place.

Monitoring of the inventory work package till the final validation & acceptance by the beneficiary

  • Act as UNOPS’s focal point and interlocutor with the contracted specialized firms executing the assets/inventory operations in multiple hospitals, throughout the project implementation period.
  • Supervise the quality implementation of physical inventory activities being conducted in multiple sites as per the contractual requirements.
  • Being physically present on sites to ensure the quality of the intervention and the quality of the data collected.
  • Ensure the monitoring of the streamlined inventory activities according to the predefined schedule and validated standardized operations procedures (SOP).
  • Follow up and confirm the exactitude of the companies’ monthly progress report.
  • Ensure the involvement and contribution of the different stakeholders according to the RACI matrix.
  • Document and collect non-compliance reports to ensure their correct management according to the defined procedures.

Quality Assurance of the execution of the inventory work package :

  • Act as UNOPS’s focal point and interlocutor with the companies executing the Quality Control of the inventory operations in multiple sites
  • Ensure the supervision of the company performing quality control of the physical inventory activities in multiple sites by being physically present and accompanying the execution of the work.
  • Ensure the monitoring of the quality control activities to be aligned with the results framework and to the set quality standards.
  • Collect reports of the non-compliances or exceptions and view of their management with the project stakeholders.
  • Confirm the exactitude of the information to obtain provisional acceptance from the different stakeholders.

Additional tasks

  • Perform all logistical-related activities as directed by the Project Manager to facilitate the execution of the deliverables of the project(s) to which he/she will be assigned.
  • Work closely with the Ministry of Health team and hospital staff during the inventory exercise that will be held in 20-25 hospitals
  • Work closely with the support team to optimize the activities of the project(s) to which he/she will be assigned

Reporting

The incumbent Asset Management Senior Officer (Inventory) will participate, under the direction of his/her superior, in preparing various reports as defined in the communication plan of the project(s) to which he/she will be assigned.

Education/Experience/Language requirements

Education: - Master's degree preferably in Engineering, Logistics, Supply chain management, or related field. - Bachelor's degree preferably in Engineering, Logistics, Supply chain management, or related field in combination with 2 additional years of relevant experience may be accepted in lieu of the Master’s Degree.

Strongly recommended :

  • Certificates in warehouse management is an asset
  • Certificates in operations management is an asset
  • Certificates in supply chain management is an asset
  • Project Management Certificate (Prince2, CAPM,PMP…etc) is an asset

Experience:

  • Two (2) years of relevant professional experience in asset management is required.
  • Minimum of one (1) year of experience in warehouse and asset stock management is required.
  • One (1) year of experience in knowledge of medical device nomenclatures and use of CMMS (computerized maintenance management system) is required.
  • Asset management experience in healthcare environments is an asset.
  • Experience working with a variety of stakeholders, particularly governments and development partners is an asset.
  • Experience working in developing countries is an asset.
  • Experience compiling and analyzing data (on commodities, funds, etc.) and drafting reports is an asset.

Language Requirements: - Proficiency in French is required - Proficiency in English is an asset. - Knowledge of Arabic is an asset.
