Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To date, most of the gender data and statistics work that we have done in the region has been under the umbrella of the global Making Every Woman and Girl Count (Women Count) programme. The Women Count Africa regional project is crafted around three primary objectives:

  • Creating an enabling environment: Regional coordination is being improved, working with organizations such as the UN Economic Commission for Africa (UNECA) and the African Development Bank (AfDB), and countries are being supported to identify and address institutional, legal and financial constraints to mainstream gender into national statistical systems and establish an efficient monitoring and evaluation system for the SDGs.
  • Increasing data production: Technical capacities of national statistical systems are being strengthened and quality data on violence against women, unpaid care work, gaps in access to decent work and pay, participation in public life and decision-making, and access to/use of information and communications technologies produced to improve SDG monitoring.
  • Improving data accessibility and use: Capacities of users are being strengthened to conduct gender data analysis, accessibility of gender statistics to all users is increased through better reporting, capacities to communicate gender data are increased through training, and data and metadata sharing encouraged to facilitate data flows, including to regional and global SDG-related databases

The work in Africa is guided by the Africa Program on Gender Statistics (APGS) which is being implemented under the auspices of UNECA and in close collaboration with other partners such as UNWomen, AfDB and PARIS21.

The UN Women Africa program, in partnership with AU and UNECA, is seeking to contract a consultant to identify the gender data and capacity gaps and craft a program that will address these gaps.

The consultant will work under the supervision of the UN Women ESA and WCA Regional Gender Statistics Specialists, in close collaboration with the Pan-African Statistics Programme (StatAfriq) and the gender statistics specialist at UNECA.

Duties and Responsibilities

Duties and Responsibilities:

  1. Compile an integrated matrix of existing gender indicator and reporting frameworks at the AU;
  2. Review these frameworks and related documentation and interview relevant individuals to identify the gender data and capacity gaps;
  3. Identify the most likely data sources that should be strengthened or introduced in order to address the data gaps (both survey and administrative data sources);
  4. Identify the areas of gender statistics that should be strengthened or introduced in order to address the data gaps;
  5. Identify the capacity gaps of relevant AU departments and officials and recommend appropriate capacity building interventions.

Deliverables:

  • Inception report detailing the approach that will be used for the assessment;
  • A report which documents the key findings and recommendations of the assessment;
  • A draft PowerPoint presentation that summarizes the method, main findings and recommendations of the assessment.

Functional Compitencies:

  • Excellent writing and editing skills;
  • Demonstrated experience in the development of training curricular;
  • Experience in planning and developing strategies;
  • Demonstrable teaching experience at institutions of higher learning.

Required Skills and Experience

Education:

  • A master’s degree in economics, development studies, econometrics, statistics, gender studies or related field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expirience:

  • Minimum 10 years’ experience in doing assessments and or the monitoring and evaluation of projects;
  • Minimum 5 years-experience in implementing gender related programs;
  • Gender statistics experience will be an advantage.

Language:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.
