Background

The Government of Eswatini through the National Trust Commission an entity under the Ministry of Tourism and Environmental Affairs is implementing a UNDP-GEF financed project on Strengthening the National Protected Area System (SNPAS) in Eswatini (PIMS 4932). The goal of the SNPAS project is to expand and strengthen the effectiveness of the Protected Area (PA) system of Eswatini, to ensure that the country’s full range of natural ecosystems is conserved through a network of strategically-located, ecologically-representative, well-managed and socially-inclusive PAs. The project adopts a landscape approach that allows a broad range of stakeholders (in the State, private sector and communities) to work together to manage biodiversity more effectively, and benefit from doing so. This involves devising a system of integrating land and natural resource management that transforms the current PA patchwork into a protected areas network, while creating incentives for all Emaswati to work together toward conservation and sustainable economic development.

Therefore, to achieve the stated objective, the SNPAS Project is organised in three components: (i) knowledge-based platform operationalised at the national, regional and community levels to address current and emerging threats to PAs and biodiversity conservation; (ii) landscape approach that leads to expansion of the PAs network, and (iii) strengthening PA functioning through improved conservation management and operational support for existing and new formal and informal PAs. As women are identified as active natural resources users, they are key players in protected area management and their empowerment is indispensable for a successful delivery of project objectives.

Accordingly, the services of a local or international consultant are required to facilitate the assessment of gender equality and women empowerment for the achievement of the SNPAS project goals and objectives.

Duties and Responsibilities

Scope of the assignment

The purpose of this consultancy is to carry out an analytical assessment of gender mainstreaming in the implementation of the three components of the SNPAS project stated above. It seeks to strengthen gender equality and women empowerment in all structures, activities and project impacts and benefits to effectively expand, manage and develop Eswatini’s protected area network in order to adequately protect the biodiversity and landscapes of the country.

Consultant will undertake the following tasks:

  1. Determine the project’s impact in increasing women’s ability to use, develop and conserve Protected Areas (PAs)
  2. Evaluate the effectiveness of the project in significantly impacting gender equality and women empowerment
  3. Assess influence of the project in significantly affecting cultural traditions including the gender-based roles
  4. Determine how the establishment of protected areas and capacity building for value addition of products, accounting and PA management has significantly increased the knowledge and skills of women and the revenue they generate
  5. Evaluate equal gender representation in management level and stakeholder participation activities of the project
  6. Determine the level of support by man and male community leaders towards gender equality and women empowerment in the project capacity building activities
  7. Evaluate efforts expended in carrying out gender analysis for the design of project interventions
  8. Evaluate practice of fair and equitable access to and distribution of project benefits
  9. Make recommendations for improvement in gender mainstreaming and women empowerment within the project implementation

Outputs and key Deliverables

  • Inception Report
  • Gender assessment report documenting good practices and lessons learnt
  • Gender Action Implementation Plan
  • Training of project staff and project partners on gender mainstreaming and integration in biodiversity related projects.

  • Substantive experience conducting research and analysis in the area of gender and environment or sustainable development.
  • Demonstrated experience in designing and facilitating capacity building processes
  • Strong understanding of the links between gender and environment.
  • Demonstrated experience working on policy and programmatic areas with national and local governments and civil society organizations.
  • Experience or strong familiarity with the GEF and UNDP gender policies and procedures is an added advantage
  • Excellent analytical, writing, and communications skills.
  • Demonstrated ability to work in an independent manner.

Required Skills and Experience

Education:

  • Advanced University Degree (Masters or equivalent, PhD added advantage) in Gender Studies, Social Sciences, Human Rights, Development Studies or related field.

Experience:

  • At least 6 years of professional experience in gender mainstreaming; working and/or conducting research, policy development and review in the field of gender at the national and regional context
  • Good analytical skills and practical exposure in applying gender analysis, gender planning, mainstreaming, programming, monitoring and evaluation in environment related fields
  • Strong communication and organizational skills
  • Excellent report writing skills

Language Requirement:

  • Fluency in spoken and written English.
  • Ability to communicate in in Siswati is an addended advantage.

  3. Brief description of why the individual considers him/herself as the most suitable for the assignment; and a methodology on how they will approach and complete the assignment
  4. Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
