Purpose of Activity/Assignment

In mid-2022 UNICEF estimated that 41.4 million people, including 13.4 million children, would need humanitarian assistance in Latin American and the Caribbean, much of which stems from ongoing crises including large flows of migrants from Venezuela, Haiti, Ecuador and Cuba, among other countries. Conditions for migrants within the region are often perilous, and as they journey northward toward the US border, documents and possessions can become lost, damaged, discarded or stolen, making it difficult for migrants to validate their identities, share their health histories or access personal records of any type – including those of their children. The lack of documentation may also complicate migrants’ applications for refugee status.

UNICEF LACRO, in collaboration with UNICEF COs in the region, thus seeks to explore ways in which migrants may be assisted in the secure capture and digital storage of their personal records, and those of their children, for as- needed and on-demand document retrieval in both transit and host countries.

Under the supervision of the Health Specialist, Digital and in collaboration with other relevant LACRO Sections (Protection, Planning/Monitoring and Emergencies) and participating Country Offices (COs), the consultant will

conduct a feasibility assessment on the utilization of cloud storage solutions to enable migrants to digitally store their personal records and legal documents in a secure and easily accessible space for on-demand retrieval. This includes identification of existing systems (if any), the best-fit cloud service, with focus on securely storing personally identifiable information (PII), as well as an assessment of the relevant child protection and legal considerations to be incorporated into the initiative.

Scope of Work

  • Conduct an assessment of available cloud storage options for the storage and cross-border retrieval of PII that includes factors such as data storage location, ease of accessibility, security, performance, integration with other applications and cost.
  • Conduct a desk review of UNICEF policies on child protection, data security, data use and other relevant guidelines to ensure any proposals are in line with UNICEF global guidance.
  • Conduct a landscape assessment of digital applications and systems used by other agencies supporting migrants in transit including IOM, UNHCR, PAHO/WHO, ICRC and other agencies/organizations.
  • Conduct a desk review of legal and policy frameworks related to data storage and data sharing of citizen’s data by governments in the region that could impact the feasibility of this initiative.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in management of information systems, computer science or another technology-based equivalent. A Bachelor’s degree in one of the above fields and at least four additional years of work experience ICT or systems administration. Higher level education in Public Health and/or Public Policies / International Development or technical experience in these areas are desirable.
  • Minimum of five years of work experience.
  • Experience with UNICEF, UN, or other INGO programmatic areas, including (but not limited to) computer science, database management, systems administration, ICT, policy and/or experience in applying digital solutions to address programmatic issues is an asset.
  • Field Implementation experience: implementing or working in a team implementing digital tools, database management, privacy and security, information management systems and/or real-time monitoring in development or humanitarian contexts.
  • Experience designing and developing content/messages for social media channels is an asset.
  • Experience with humanitarian and/or migration contexts is an asset.
  • Fluency in English required.
  • Fluency in Spanish an asset.
  • Prior technical experience evaluating and implementing cloud storage solutions is a must.
  • Excellent writing skills for concise reports.
  • Ability to work efficiently under tight deadlines.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
