The United Nations is supporting host governments in Syria and the countries surrounding Syria to respond to a complex emergency. The conflict in Syria is not only aggravating the humanitarian situation but also compromising critical development gains in the region. There is a general consensus amongst donors and concerned governments in the region that a radically different approach and modus operandi, particularly in neighboring countries, is imperatively needed. As a mindset-change, the Regional UN Development Group strongly endorsed adopting a “resilience-based development approach”, aiming at bridging humanitarian and development interventions. To operationalize the resilience-based approach requires understanding the conflict through a different and innovative lens and formulating the expected “resilience-based response”. The implementation of the resilience-based development response requires new and innovative funding mechanisms.
