ANTECEDENTES Y PROPOSITO DE LA ASIGNACION:

El Programa Mundial de Alimentos (PMA) en Colombia es un socio estratégico del Estado en la implementación de políticas públicas orientadas a mejorar la seguridad alimentaria y nutricional de las poblaciones más vulnerables. A través de su Plan Estratégico de País 2024–2028, el PMA contribuye al logro del Hambre Cero y otros Objetivos de Desarrollo Sostenible, mediante intervenciones que fortalecen la resiliencia comunitaria, promueven la transformación de los sistemas alimentarios y apoyan el desarrollo de mercados locales de pequeños productores.

Para garantizar la calidad y efectividad de estas intervenciones, el PMA prioriza la gestión estratégica de la información de beneficiarios en todas las fases del ciclo de los programas: desde el registro y validación, hasta la programación, distribución y conciliación de la asistencia. El análisis oportuno de estos datos permite mejorar la eficiencia operativa, asegurar la trazabilidad y apoyar la toma de decisiones basadas en evidencia.

En este marco, la Unidad RAM (Research, Assessment and Monitoring) lidera los procesos de evaluación, monitoreo y análisis de contexto, asegurando que las decisiones programáticas se fundamenten en información confiable y pertinente. Dentro de RAM, el equipo de Identity Management (IDM) desempeña un papel esencial en la administración de los sistemas y procesos relacionados con la gestión de datos de beneficiarios, garantizando el cumplimiento de principios de seguridad, privacidad y manejo adecuado de la información.

La persona seleccionada trabajará en el equipo de IDM de la Unidad RAM. Bajo la supervisión del Oficial de Gestión de Datos Analítica e Innovación, se integrará a un equipo multidisciplinario de analistas y especialistas en datos. Además de cumplir con tareas de gestión de datos, analítica, detección de anomalías y seguimiento, contribuirá al establecimiento de estrategias, políticas y procedimientos para el tratamiento adecuado de los datos, su posterior análisis y uso para apoyar la toma de decisiones. Su trabajo será clave para generar evidencia que fortalezca la calidad y efectividad de los programas del PMA en Colombia.

RESPONSABILIDADES:

1. Coordinar los procesos, roles y sistemas de información para garantizar el ciclo de vida completo de los datos (captura, almacenamiento, uso y borrado) conforme a los lineamientos corporativos y SOPs IDM.

2. Diseñar, documentar y optimizar procesos de captura, depuración y conciliación de grandes volúmenes de datos, priorizando eficiencia, escalabilidad, seguridad y trazabilidad.

3. Proponer estrategias y soluciones técnicas para análisis descriptivo, predictivo y prescriptivo, utilizando herramientas estadísticas, algoritmos y técnicas de aprendizaje automático.

4. Liderar la gestión de datos de beneficiarios en sistemas corporativos (SCOPE, COMET, LESS), incluyendo deduplicación, creación de listas de pago, conciliación y trazabilidad.

5. Diseñar e implementar pipelines ETL (Python, SQL, R, Tableau Prep) para integración de múltiples fuentes de datos y generación de reportes.

6. Elaborar visualizaciones y dashboards interactivos en Tableau y otras herramientas, que faciliten la toma de decisiones operativas y estratégicas.

7. Detectar y reducir anomalías en los datos mediante scripts y controles automatizados, monitoreando indicadores de calidad.

8. Coordinar con oficinas territoriales y otras unidades para asegurar la disponibilidad y consistencia de la información, brindando asesoría técnica y capacitación en sistemas corporativos.

9. Aplicar políticas y estándares de gestión de datos, garantizando integridad, consistencia y protección de la información sensible.

10. Proponer mejoras continuas en flujos de procesamiento y prácticas modernas de ingeniería y ciencia de datos.

11. Actualizar conocimientos mediante plataformas e-learning y compartir buenas prácticas con el equipo.

12. Otras solicitudes del supervisor relacionadas con el cargo.

CALIFICACIONES Y EXPERIENCIA REQUERIDA:

Educación:

Finalización del ciclo de educación secundaria. Deseable, profesional en ingeniería de sistemas, industrial, matemáticas, estadística o afines deseable cursos específicos en analítica y gestión de datos.

Experiencia:

Experiencia mínima de 5 años en inteligencia de negocios, gestión y análisis de datos, incluyendo diseño de procesos y desarrollo de soluciones analíticas.

Experiencia deseable:

Conocimiento especializado en tecnologías para el procesamiento y análisis de datos, incluyendo Python, R, SQL, Access y Excel, así como en herramientas de visualización como Tableau y Power BI. Se valora experiencia previa en contextos humanitarios.

Idiomas:

Fluidez oral y escrita en español deseable conocimientos en inglés.
