The Communication for Development (C4D) and Youth Engagement Officer reports to the Communication Specialist NOC for supervision and guidance. The Officer works in coordination with the programmatic specialist, provides technical and operational support to the Communication Specialist by administering, implementing, monitoring and/or evaluating a variety of C4D initiatives and develop, implement and monitor effective and engaging advocacy

campaigns involving young people. The role will support activities to promote community engagement and participation, especially among younger audiences, and measurable behavioral and social change/mobilization. It’s required the application of technical and theoretical skills and thorough knowledge of organizational goals, rules, regulations, policies and procedures to develop, implement and monitoring C4D initiatives, youth advocacy campaign strategies, partnerships management and content creation.

  1. Design and implement a strategy of C4D and a strategy of Youth Engagement.

▪ Research and/or participate in conducting comprehensive situation analysis of social, communication, cultural, economic and political issues in the country/region to develop the country office C4D strategy and the youth engagement strategy, framed in the ARG Communication and Advocate Strategy.

▪ Ensure that all C4D activities and youth engagement initiatives respond to the CO’s strategy, have a common thread and contribute to UNICEF's ARG advocacy plan.

▪ Assist in the development of C4D and youth engagement strategies to achieve SMART outcomes and ensure optimum impact, scale and sustainability of achievements/results.

▪ Assess, select and/or recommend appropriate information and materials for C4D initiatives verifying accuracy and quality for dissemination.

▪ Assist in the development and implementation of communication content development with and for youth as part of campaigns and advocacy priorities.

▪ Collect, assess and organize information for budget planning and management of programme funds and prepare documentations and related materials for financial planning for C4D and youth engagement initiatives.

▪ Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.

  1. Support to the implementation of C4D and Youth Engagement activities

▪ Collaborate with programmatic areas and external partners to provide operational and technical support to develop and produce evidence-based strategies and test, produce and use quality C4D materials, organize events and activities to ensure community engagement and participation, and maximum outreach and impact on behavioral and social change.

▪ Provide technical, administrative and logistical support and background materials to carry out C4D strategies and activities and recommend operational strategies,

approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact.

▪ Assess and recommend potential contacts, networks, resources and tools to support maximum impact and outreach of C4D initiatives.

▪ Follow up and monitor the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).

▪ Help coordinate the communication and youth participation strategy linked to the municipalities program.

▪ Support content moderation, community management, content creation and M&E for youth focused digital platforms/communities.

▪ Assist in the local coordination and implementation of U-Report.

▪ Ensure adherence to principles of child/youth participation and safeguarding when assisting in the development/implementation of all campaigns, communication products and platforms.

  1. Advocacy, networking and partnership building

• Build and maintain partnerships through networking and proactive collaboration with national and international civil society organisations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.

• Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D and youth engagement outreach and contribution to programmatic outcomes.

• Research current and potential partners. Assist and maintain a database of formal and informal partnerships and networks whose support is essential to achieving objectives. Support the flow of information to key stakeholders.

  1. Innovation, knowledge management and capacity building

▪ Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users and disseminate products to key audiences including partners and donors.

▪ Support the implementation of capacity building and knowledge management efforts. Assist in the development of trainings and workshops; and develop and disseminate case studies and other knowledge management products.

  1. Monitor and Evaluate.

▪ Monitor and assess the impact of C4D and youth engagement strategies and activities on the CO and UNICEF goals to achieve measurable participation, behavioral and social change, resulting in the improvement of children’s rights and wellbeing.

▪ Support the monitoring and evaluation of youth engagement strategies, campaigns and platforms.

▪ Submit qualitative report/synthesis of results for development planning and improvement.

▪ Assist in the preparation of relevant reports.

To qualify as an advocate for every child you will have…

Education:

A university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.

Experience:

A minimum of two years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public advocacy or another related area.

Relevant experience in a UN system agency or organization is considered as an asset.

Developing country work experience and/or familiarity with emergency is considered an asset.

Language Requirements:

Fluency in English and Spanish is required. Knowledge of another official UN language is considered as an asset
