You have:

  • At least 4 years’ experience in a senior Supply chains officer/coordinator role with an international organisation or company.
  • Significant experience in Supply chains and Supply Chain systems with strong analytical skills.
  • Experience of organizing and facilitating training.
  • Good IT skills (MS Excel, Word, internet, email).
  • Bachelor’s degree (preferable with related specialization).
  • Good English communication skills, both written and verbal.
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
  • Willingness to travel to field offices and work in difficult environment according to travel requirements.
  • At least 2 years experience of people management and ability to influence managers.
  • Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.

TITLE: Area Supply Chain Coordinator TEAM/PROGRAMME: Supply Chain LOCATION: Hpa-an, Mon/Kayin Area Number of Position: 1 GRADE: NAT 3 CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE

The Area Supply chains Coordinator is responsible for coordinating and implementing supply chain activities across the Region in compliance with SCI policies and procedure. Under the responsibility of the Head of Area Office based in respective region and the technical line management of the Head of Supply Chain/Supply Chains Manager based in Yangon, s/he is responsible to achieve the following objectives. • To deliver supply chain support to SCI area programmes. This includes provision of an effective and timely procurement, fleet management, Fixed Assets, Warehouse management and reporting as per SCI policies and procedures. • To implement TIM warehouse software, S2P procurement software and Supply chains KPI reporting system. • The ASC will be critical links between the program, supports, field sites logs and Yangon CO level supply chains support.

SCOPE OF ROLE:

Reports to: Head of Area Office Technically supervised by: Head of Supply chain / Supply chain Manager in Yangon

Direct Reports: • Direct management of area supply chain staffs • Technical supervision of Supply Chain focal points in field offices. Financial Approval: When delegated External Representation: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts Travel: Frequent (over 6 days per month)

KEY AREAS OF ACCOUNTABILITY

• Oversight of all area supply chain activities including planning, procurement, warehousing, communications, fleet management, Assets management and reporting as per SCI policies and guideline. • Implement supply chain systems in accordance with SCI supply chain procedures and manual; including Country Manual and new SCI supply chain initiatives. • Monitor the supply chain compliance to SCI policies and procedures through regular visits to the field sites and close supervision of supply chain focal persons, and report to HORO and technical line manager on a regular basis. • Responsible to provide technical guidance for the delivery of high quality supply chain support to programs at area office and field offices as per SCI standard guideline. • Provide technical supervision and advice to the supply chain staff and focal points in the field offices. Build the capacities of supply chain focal points based in the region through training, mentoring, advising, general support and on-the-job coaching. • Ensure that Supply chains staff or focal points have clear work plans and objectives and that they have the right technical knowledge and skills to carry out their jobs effectively and efficiently. This will include regular technical supervision and reviews – including identification of training and support needs. In conjunction with HORO and Yangon Supply chains team, ensure the new SCI Supply chains initiatives are disseminated, provide training, implemented, followed effectively, and provide regular feedback. • Responsible for the effective implementation of TIM warehouse software, S2P procurement software and supply chains KPI reporting system in the region and provide quality support to the team and if required, cover gaps or provide additional supply chains capacity in field and area offices. • Support ongoing improvements in Information Management and communication between Country Office and Field Offices. Coordinate with Supply chains and other departments to ensure the data quality of TIM, S2P and Supply chain KPI reporting from both area and field offices. • Identify infrastructure, resources and training needs and skills gaps in the area and field offices for the effective implementation of TIM, S2P and Logs KPI reporting and then provide recommendation with supporting data/information to the Yangon Supply chain team. • Cover all supply chain focal persons in the field offices when they take leave or sick leave. • Responsible of establishing a good supply chain system consistent with SCI protocols. Monitor Quality Assurance of all medical supplies in the process of procurement, transportation and storage with technical support from pharmacist/program managers. • Ensure that Save the Children minimum standards of supply chain procedures are introduced and adhered to within Myanmar program, briefing and training all relevant staff as required. • Ensure local procurement practises are compliant with Save the Children and donor regulations. • Ensure management of both SCI own and rental vehicles is in line with Save the Children standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to. • Ensure all stocks are kept in line with SCI warehouse procedure/policy and be safe for all stocks and transactions by following standard specific guidelines. • Work in close collaboration with other team; sharing information on the supply chains information, assessments, and proposed interventions, providing overviews of supply chains requirements for the development of project proposals and subsequent projects office set up in new areas as needed. • Implement effective monitoring tools and checklists to ensure effective and efficient supply chains operations and propose recommendations to the HORO and HoSC/Supply Chain Manager based in Yangon as and when necessary.

Specific accountabilities • Responsible for proper planning, organizing, preparing, documenting, getting approvals, executing and filing of procurement actions at SCI Hpa-an Office while ensuring that SCI’s standard procurement procedures & policies are being adhered to by the field Supply chain team. • Responsible for getting all required signatures on procurement documents in relate with sourcing/buying (e.g. PR, RFQ, RFP, CBA, PO/Contract, meeting minutes, file note, Waiver, Payment authorization) in a way that follows SCI procedures and ensure that the processes are compliant with SCI policy and procedures. • Ensure regular market surveys and identification of key products for Goods & Services and suppliers with the final aim of setting up Framework Agreements (FWAs)/ Contracts for Services (e.g. EPP kit, Non-Food Items, Transport service, Hotel, Air Ticket, Construction Service, Consultancy, Vehicle rental, residence lease etc.…) when needed. • Ensure all procurement process run via S2P software and all related procurement staffs are aware and apply to it effectively. • Ensure compiling and preparation of timely and high quality area supply chain reports, especially stock, procurement tracker and assets, fleet reports and Supply chain KPIs; and to be submitted to HORO and Yangon Supply chains team on monthly basis. • Liaise closely with the SCI Yangon team (Country Office), and in general to support/implement head office initiatives around supply chain systems in the region as required. • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies. • As holder of a key position for the successful implementation of the programme, the Area Supply Chain Coordinator will be proactive in ensuring constant communications between his/her team, the programme teams, Operation teams, field teams and the Yangon teams. • Ensure the quality of Donor required Supply chains reports are prepared and submitted. • Support the field sub offices supply chains team; define expectations, provide technical support as needed and evaluate individual performance regularly with their direct line managers. • Participate actively on the recruitment and up-skilling of supply chains focal person staff in all field offices while identifying and recommending appropriate professional development opportunities necessary to retain and develop local talent. • Any other tasks that may be requested by the line manager and technical line manager.

For Partnership:

• Provide supply chain technical related inputs to SCI partners and support for partners’ supply chain capacity building activities as and when requested by Program, Awards, and operations focal person. • Support the delivery of partners’ supply chain capacity strengthening plans and contribute towards the achievement as required and identified in Partner Assessments in line with SCI Myanmar Partnership Strategy

For Child Safeguarding

• Responsibility to create and maintain operational environment where the Child Safeguarding Policy is aware and effectively implemented. • Develop and apply day-to-day approaches to increase awareness, commitment and interest in child safeguarding in Supply Chain team e.g. ensuring all CSG policies are included before awarding suppliers, ensure that all suppliers are aware of and comply with SCI child safeguarding risks. • Collaborate with National Safeguarding Lead and CSG focal person from each offices to train high risks suppliers on SCI safeguarding policy (CSG, PSEA and anti-harassment).
