Job Purpose

The Area Programme Manager (APM) is responsible for overseeing a substantial part of NRC’s Syria programme, in selected geographical areas. They will ensure that all projects and project activities meet relevant quality and compliance standards, extend adequate levels of high-quality support and supervision to the Project Managers, and contribute extensively to new programme development. The APM will ensure that NRC continues to implement holistic and needs-based programming and will represent NRC at relevant coordination forums. The APM is also a member of the Area Senior Management Team.

What you will do:

• Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area office
• Work with Core Competency (CC) Programme Managers (PMs) to develop programmatic strategy for both emergency and transitional/durable solutions responses (with a focus on returns), in turn contributing to the CC strategies with the CC Specialists;
• Ensure the strategic development of the Area Office (AO) programmes based on NRC global expertise and contextual needs analysis, in line with and contributing to the Syria Response (SRO) Country Strategy;
• Contribute to planning and implementation of needs assessments, with technical support from Country Office CC Specialists, including for new areas of operation;
• Contribute to proposal development and revisions, aligned with donors’ priorities and needs analysis;
• Ensure compliance to donor standards, and grant management and regular reporting to donor in Area
• Manage the Programme portfolio, identify gaps and priorities for new funding opportunities;
• Responsible for grants management and Budget allocations in Area
• Responsible for actively promoting, supporting and driving ‘integrated’ (multi-sector) programmes, cross-sectorial exchange of lessons learnt and adherence to relevant quality standards;
• Ensure systems for program quality control, monitoring and evaluation, and incorporate key learning in program development, adjustment and implementation;
• Lead the partnership approach, by identifying new partners, by boosting their institutional capacity development, and by ensuring partners implement in accordance with NRC policies and procedures as well as relevant donor rules & regulations;
• Oversee the implementation of projects, including progress towards targets and spending against budgets, in coordination with all project heads;
• Coordinate new emergency response in Area, and approve existing
• Represent NRC externally with regards to programmatic issues in relevant coordination forums and vis-à-vis donors and other relevant external stakeholders;
• Lead on AO external parties (including donors) field visits, briefings, donor desk reviews, Third Party Monitoring (TPM) exercise
• Line manage the Programme team, the CC Project Managers & Coordinators and ensure capacity building of all technical staff

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

• Master's Degree in International Aid, Development, Project Planning and Management, Social Studies or any related field.
• Minimum 5 years of work experience in a senior role in a humanitarian/recovery context 3 of which must be managing large and diversified teams
• Experience working in multiple and complex volatile contexts. Knowledge of the Syria context an advantage
• Expertise in one or more of NRC’s Core Competencies is considered an advantage
• Excellent research, writing, analytical, and knowledge management skills
• Demonstrated ability to oversee budgets and effectively plan to meet program objectives on time and on budget.
• Knowledge of complex multi-core competency programming
• Experience in partnership and remote management an advantage
• Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
• Excellent communication skills (English written and spoken) and significant experience in reporting to institutional donors

Additional Information:

Duty Station: Amman, Jordan

Travel: 10% International travel

Duration of contract: 12 months (renewal based on performance and funds availability)

Grade 9 in NRC's grading structure
