1. Background/Context

NRC Mali was established in 2013 and is currently implementing Rapid Response Mechanism(RRM), Education, Food Security and Livelihoods(FSL), Shelter and Wash, Protection, Humanitarian Mediation, and Information, Counselling and Legal Assistance (ICLA) projects in the central and northern provinces of the country.

In Mali, we are now promoting the integrated programme approach that aims at providing a holistic response to affected people in order to maximize the impact of our intervention. This approach requires a strong and close coordination capacity and technical support to core competencies, enable communication and synergies between sectors to meet the expected quality of program implementation.

In addition, we have built a strong Monitoring & Evaluation (M&E) system in all offices and feedback mechanism is being expanded in all areas of intervention. However, the country program still needs to make further progress and uses information generated from both M&E system and Complaint & Feedback Mechanism to inform decisions pertinent to program quality and overall program management.

2. What you will do

As the Area Programme Manager (APM), you will be responsible for overseeing the implementation of programmes in their area of operation and represents NRC at program coordination forums, as delegated by the Area Manager. You will also be a member of the Area Management Group and Country Management Group. As such, the APM is under the Area Manager’s line management, but has a technical (dotted) reporting line to the Head of Programme.

The following are some of the specific responsibilities that you will do - .

  • Responsible for program implementation with high quality and cost-effectiveness ratio targeting beneficiaries most in need of protection - value for money
  • Review project proposals and reports for the area before submitting them to the area manager
  • Regular site visits for the implementation of projects
  • Ensure compliance with contractual commitments, while taking into account key lessons learnt from the implementation of projects in the area
  • Contribute to capacity building of all programme technical staff
  • Contribute to the development of the area of ​​intervention and the development of Core Competence (CC)strategies, initiate and participate in the relevant development of Key Competence projects
  • Provide regular reports on project progress to Area Manager.
  • Provide regular updates to feed communication and advocacy sitreps and messages.
  • Responsible for performance evaluation of supervised staff.

3. What you will bring

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Master Degree/Bachelor's degree in socio, economic sciences, development or any other related field
  • Experience from working in complex and volatile contexts
  • Experience with response to emergency
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes
  • Fluency in French, both written and verbal required
  • Good working knowledge of English written and spoken
  • Knowledge of the context in Mali is an asset
