Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRC’s staff and operations to Central and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established a temporary national HUB in the Ivano-Frankivska region and is establishing area offices in Ternopil and Dnipro. Additionally, NRC is planning to establish field offices in Lviv and Mokachevo. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response will initially focus on procurement and delivery of food and key relief items to Donetsk, Luhansk and Kharkiv regions.

Duties & Responsibilities

The Ukraine Country Programme is growing rapidly, to become one of the largest in NRC globally. The Area Manager position in Dnipro, will therefore lead what is becoming one of NRC's largest Area Offices, comparable to a small Country Office. We are therefore looking for an experienced candidates that are able to manage rapid growth and scale up in an emergency response setting.

  1. Line management for senior project staff and support functions (and Field Office Coordinators) in the area
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Provide area specific input on CC strategies, Country Strategy and Plan of Action
  5. Organize grants opening and closure meetings at area level
  6. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies
  7. Assess needs, develop emergency response and implement response plans for in kind assistance and cash-based interventions and market based programmes
  8. Ensure optimal use of resources within the allocated project budgets and CC strategies
  9. Represent NRC and networking on area level
  10. Ensure that capacity building is provided to all staff in the area
  11. Ensure overall security and safety of staff in the area
  12. Promote the rights of IDPs/returnees in line with the advocacy strategy

Skills & Experience

  • Minimum 3 years of experience from working on Area management or general managerial positions in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Previous experience working with partners
  • Previous experience in a similar senior management role (e.g. Area Manager, Country Director)
  • Documented results related to the position’s responsibilities
  • Experience in implementing in-kind assistance and managing cash-based interventions and market based programmes
  • Emergency response experience
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Basic knowledge of the context in Ukraine
  • Experience with start-up

Access to a Schengen visa is required for positions in Ukraine

What We Offer

  • Duty Station – Ukraine, Dnipro (subject to change)
  • Unaccompanied contract
  • Approximately 30 % travel
  • Contract length: 24 months
  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
