Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified, dynamic and capable Area Manager to join our strong and dedicated team in North-East Area office, Myanmar.

DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Northern Shan. DRC implements a multi-sector response, including Camp Management, GBV, Child Protection, Livelihoods, Protection, and Humanitarian Mine Action activities in Kachin, Northern Shan, and Rakhine state of Myanmar.

DRC Myanmar currently employs over 350 national and 14 international staff and operates from eight operational offices. The main donors of DRC in Myanmar are ECHO, UNHCR, UNOPS, UNICEF, DAI, UNFPA, DANIDA, DFAT, SDC, MHF and SIDA.

****About the job****

As Area Manager you will lead area activities in Kachin and Northern Shan and create results which impacts the area. You will be responsible to enable and oversee the implementation of policies or activities of short-term and operational nature within the area of operation, and enables a productive and accountable relationship with beneficiaries, communities’ leaders/representatives, relevant governmental authorities, INGOs and local civil society and UN Agencies and also internally within DRC North East Area Office (NEAO) covering Kachin and Northern Shan State in Myanmar. You directly report to the Country Director. Position is part of SMT.

****Responsibilities****

As Area Manager you are expected to be able to work independently under the authority delegated by the Country Director, bring solid management and leadership skills to the job, and the ability to engage and represent DRC with local authorities and other stakeholders. Your main duties and responsibilities will be:

******Project Portfolio******

  • Supervise the timely implementation of the project portfolio, currently funded by ECHO (ECHO HIP and ECHO FLER), DANIDA, OCHA- MHF, UNICEF, SDC, DAI, SIDA, WFP- potential, EU- potential and private donations.
  • Organize and oversee regular project review meetings, particularly for multi sector projects.
  • Support on the identification of strategic partnership opportunities with CSOs within coverage areas.
  • Ensure program implementation is in adherence of DRC and Global minimum standards with the support sector coordinators
  • Ensure regular contact, frequent support, and visits to other offices Lashio, Namkham, Myitkyina and Bhamo.
  • Contribute to the the development of new programme initiatives and help seek funding for these.

******Support Services Management******

  • In close cooperation with HoSS Ensure that all DRC policies and procedures are in place and are adhered to (admin/finance, HR, procurement, and logistics)
  • Ensure compliance with DRC Code of Conduct
  • Ensure timely and accurate financial forecasting and reporting as overall responsible for all Kachin and NSS budgets.

******Representation and Advocacy******

  • Maintain DRC’s position as a key factor in the INGO community in Kachin and NSS and represent DRC to donors and external actors and delegate accordingly where relevant….
  • Maintain good relations and close co-ordination with local authorities, UN agencies, international and national non-governmental organizations and civil society.
  • Ensure DRC’s active engagement and advocacy in local and national level co-ordination bodies on Protection, Child Protection, CCCM/Shelter/NFI, Economic Recovery, Durable solutions and population movements (and in a cooperation with Head of HDP related to HMA activities).
  • Identify opportunities to ensure the situation in Kachin and NSS continues to be discussed at relevant forums, through briefings with key stakeholders in Kachin, NSS or Yangon, as well as support in development of advocacy briefing notes.
  • Ensure DRCs active with local partners and its relevant authorities in close coordination with the partnership team, grant management and HOP

******Security******

  • In close coordination with the Country Director, DRC’s Safety Coordinator based in Yangon, Base manager and the security focus persons/managers at the field offices level, monitor the security environment, and implement appropriate safety and security procedures (MOSS compliant)

******Strategy and Fundraising******

  • In close cooperation with the Head of Programme, contribute to the identification and development of new programme initiatives in Kachin and NSS, including facilitating assessments and overseeing preparation of concept notes and proposals.
  • Support the National Coordinators (Protection, MRE, Economic Recovery) in proactively identify areas for collaboration and integrative programming between teams and sectors.
  • Work with the Country Director and Head of Programme to continue developing the DRC strategy for Kachin and NSS.

******Team and People Management******

  • Ensure positive staff management, including proactive staff capacity building and ensuring performance reviews are conducted.
  • Maintain a positive, collaborative and enabling work environment.

****About you****

To be successful in this role we expect you to posses the following:

Required

  • Minimum 7 years' experience in relevant field overseeing humanitarian and development multi-sector, multi-donor programme in complex and volatile environments
  • At least 5 years' experience in people management
  • Strong leadership skills and a competence in people management
  • Practical and extensive financial, Human Resources and administration management
  • Substantial work experience in the areas of emergency, protection, camp management, development sector, especially with displaced/refugees' communities can substitute education qualification.
  • Experience in partnership and remote management modalities is an asset
  • External stakeholder management (especially with local authorities)
  • Experience with relevant donor guidelines
  • Proven excellent communication and report writing skills
  • Full professional proficiency in English

Designation of Duty Station: Myitkyina, Kachin State of Myanmar. Myitkyina is non-family duty station and the position is un-accompanied.

Start date: Mid of November 2022

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates.
