Org. Setting and Reporting This position is located within the Office of Evidence Management (OEM) of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da'esh/ISIL in Iraq and the Levant (UNITAD) and is based in Baghdad, Iraq. The Archives Assistant will work as part of OEM’s evidence-digitization projects to be delivered in close cooperation with national authorities, and reports to the Head of Unit, working closely with the other teams and units and under the overall supervision of the Special Adviser of UNITAD. The incumbent will contribute to the collection, processing, storage, and management of information and evidence and their integration into digital information systems.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Information Management Assistant will be responsible for the following duties:

Archives and Records Management - Participates in information management projects, including large-scale digitization initiatives, assemble documents, data and records to support the search, collection, access, use and sharing of information and data.

  • Facilitates the periodic uploading and maintenance of information in information systems in a timely manner; ensures the completeness and accuracy of information; and conducts end-user training relating to standard information management and record keeping systems within UNITAD.

  • Oversees and undertakes records accession and disposition functions operations by supervising staff in receiving transfers; applies retention schedules and links to previous accessions; and breaks accessions into records series and registers identifiers in the Section database; Oversees records center operations by overseeing space allocations and associated accessions and database updating; responds to emergency disasters; and monitors environmental quality controls and arranges for the resolution of problems; Provides relevant technical support to users of information services.

  • Oversees archival arrangement and description operations by identifying, planning and overseeing projects in consultation with Section archivists and in liaison with contractual archivists.

  • Undertakes archival arrangement and description projects by researching administrative histories and providing records content analysis for purposes of series description preparation and appraisal determinations; arranges records and prepares series descriptions according to archival standards and database protocols.

  • Oversees and undertakes archival processing activities by producing descriptive inventories; prepares mark-up of inventories for electronic dissemination; and monitors adherence to description, database and preservation standards.

  • Manages access to digital systems containing documents, data, or other information formats in order to protect sensitive information and promote the release of unclassified information.

  • Orders and follows-up on shipment of documents, reference materials, stationery and supplies.

  • Performs other related duties, as required.

Documents - Performs research and document delivery services using a range of specialized commercial databases in addition to standard sources and databases. - Orders and ensures shipment of documents, reference materials, stationery and necessary equipment to various sites. - Maintains statistics on service and workload measures.

General - Guides and supervises more junior General Service Staff. - Provides administrative support for the section and unit chiefs and undertakes other duties as assigned.

Competencies - Professionalism: Knowledge of information management, archival, record keeping and record disposition. Knowledge of electronic data maintenance, including appraisal, conservation and migration management; records preservation and description. Ability to undertake independent research, maintain records in a systematic fashion and to retrieve necessary materials with maximum speed and accuracy. Ability to identify and assess issues and develop accurate retrieval tools for relevant records. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education High school diploma or equivalent is required. Diploma in archival, information science, information systems, social science, or related is desirable.

    Work Experience At least seven years of experience in archives electronic record management, or related area is required.

    Experience in modern archives management is desirable.

    Experience in electronic record management, information management, record keeping or information systems is desirable.

    Experience in managing evidence is desirable.

    Experience in e-Discovery is desirable.

    Languages Fluency in English is required; Fluency in Arabic is required.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
