Background

Building on over 15 years of partnership with and assistance to the justice sector of Timor-Leste, UNDP’s new justice project, ‘Access to Justice portfolio project (A2J project),’ will strengthen its support to the justice and security sectors with a heightened focus on gender justice - increasing access to justice of the disadvantaged groups, prominently represented by women and girls and GBV survivors. The A2J project is comprised of three constituent projects, namely, 1) Together for Equality: Preventing and Responding to GBV in Timor-Leste, UN Joint Programme (T4E), 2) Accelerating Access to Justice for All in Timor-Leste (AAJAT), and 3) Human Rights Oriented Prison Enhancement for Gender Equality (HOPE for GE). The scope of work includes i) enhancing access to justice of women GBV survivors (access to legal information, strengthened legal aid), ii) strengthening gender-responsiveness in the sector (survivor-centered and responsive criminal justice processes, increase of women’s representation in the legal profession), and iii) correctional facilities in line with the human rights standards and female inmates’ special needs. The funding is supported by KOICA and UNDP Headquarters and complements the EU-UN Joint Program on intimate partner violence (Spotlight Initiative).

In particular, Human Rights Oriented Prison Enhancement for Gender Equality (HOPE for GE, the project), under UNDP TLS Access to Justice portfolio, seeks to assist one of the most marginalized populations in Timor-Leste, namely the female pre-trial detainees, inmates, and ex-prisoners. In a patriarchal society, such as Timor-Leste, women face multiple discriminatory practices on a daily basis. More so is the case for women in prisons, such as the application of discriminatory laws (e.g., criminalization of abortion), unjust treatment, or negligence of their special needs. The project intends to tackle the institutionalized human rights violations currently occurring in correctional facilities to restore a sense of dignity and empowerment, as well as ensure gender sensitivity. Considering female prisoners’ disadvantaged status within the facilities and society, the project will provide female-focused legal aid assistance, vocational and literacy training, and establish sex-segregated, gender-friendly spaces in prisons. The human rights and gender-sensitivity training for the correctional officers and inmates, both men and women, will also be accompanied to contribute to behavioral and institutional changes. The key government partners include the Ministry of Justice, the National Human Rights Institution, and the Ministry of Social Solidarity and Inclusion. The project will collaborate with sister UN agencies to bring synergies, efficacy, and potential scale-up. The National Architect will work closely with the Access to Justice project coordinator and the team to achieve the intended results of the Access to Justice portfolio with a focus on HOPE for GE.

Duties and Responsibilities

The consultant provides technical assistance to the HOPE project manager in refurbishing the Gleno Prison to be aligned with the international human rights standards especially for female inmates. Detailed tasks include:

  1. Conduct the site visits, consult the Ministry of Justice, and jointly draft the assessment in collaboration with the project team
  2. Design the refurbishment of the Gleno Prison facility in line with the recommendations of the said assessment and international human rights standards
  3. Develop the Bill of Quantity (BOQ) and Invitation to Bid for the procurement of a company for the refurbishment
  4. Support the project team with the evaluation process of the bids
  5. Oversee the refurbishment process by the selected company
  6. Provide regular updates of the progress of the refurbishment and submit a report to the project manager upon the completion of the refurbishment and follow up with the beneficiaries

Required Skills and Experience

I. Academic Qualifications:

  • Bachelor’s Degree or equivalent in architecture or related field.

II. Years of experience:

  • A minimum of five years of professional experience in architectural and interior design;

  • Experience in dealing with Engineering, Procurement and Construction (EPC) companies;

  • Experience in overseeing the refurbishment/construction process;
  • Experience in presenting work to both technical and non-technical audiences;
  • Excellent interpersonal and networking skills, including the ability to liaise effectively with beneficiaries, the government, private sector partners, and the UNDP project management levels; and
  • Experience working with UNDP, other UN entities, donor organizations or development organizations, government, and Civil Society Organizations is an asset.

III. Language requirements

  • Fluency in Tetum (both oral and written)
  • Working-level in English (both oral and written)
