Agreement of Performance of Work Report writing for the Health Futures Forum

Terms of Reference

1. Purpose

To support in the development of the Futures Forum report in achieving the objectives: (1) imagine; (2) advocate; and (3) establish.

2. Background

The Data, Strategy and Innovation (DSI) unit was set up in 2019 in WPRO in response to “For the Future” and focuses on innovation, data and strategic engagement with countries on health systems transformation. DSI leads the Health Futures Strategic Dialogue process for WHO Regional Office in the Western Pacific.

At the turn of the decade, foresight and strategic planning were high on the agenda of WHO in the Western Pacific Region. The WHO Regional Committee endorsed in 2019 the For the Future: Towards the Healthiest and Safest Region – a collective vision for WHO's work in the Western Pacific. By endorsing this vision, the 37 countries and areas in the Region committed to putting the future up front and centre and to equipping their health systems to face it.

Then the COVID-19 crisis hit. Health systems in the Western Pacific and across the world struggled to cope with the unprecedented levels of infection, as staff, facilities and supplies ran short. At the same time economies buckled under the weight of enforced travel restrictions, business closures and a vast range of sociocultural impacts. Against this backdrop, foresight and strategic planning are more important than ever. Leaders across the Region are looking to the future and thinking of ways to secure their nation's health systems against the next big shock.

The “Health Futures Forum: Shaping the Future of Health" will build on the output from the futures dialogues and the key reflections from the think tank on the history of pandemics. For each topic, a futurist will explore one or several aspects of a possible future and a historian will thereafter provide historical context and explanation to such a future.

Description of activities to be carried out

The person in charge of this report will need to assist to the forum and/or review the videos from the 3-day event. This report will go beyond collating information on speakers’ insights. In addition to collecting perspectives and discussions, we aim to have a paper with reflections, conclusions and deeper insights regarding key dialogues pertaining to health futures in the forum.

It will inspire the reader and stimulate thinking on futures and foresight – particularly its use in longer term health policy and programming. An audience discussion is anticipated, aiming to generate thinking and dialogues based on: • Interactive break dialogues via videos. The videos will need to be watched and analysed. • Q&A section with the audience • Survey (to be sent after the forum Note: The dialogue section needs to be confirmed based on interactions allowed with the audience later in the process.

3. Planned timelines

Start date: 15 June 2021 End date: 31 December 2021

4. Work to be performed

Method(s) to carry out the activity The successful candidate will carry out all activities in their own time, with their own software and equipment. Regular emails and virtual meetings will be required with the strategic dialogue, and/or publications teams, as well as external contractors, to shape, finalize, and approve the designs (if needed). A validation process on the piece will be required. Please include in the proposal allocation for iterations on account of the extensive approval process at WHO.

Please note that the report will need to adhere to multiple WHO approval protocols for which several iterations of the product may be required. The submitted quotation must take said multiple iterations into account. Proofreading and high-quality writing and analysis skills are critical. The selected person/company will be responsible for the final product with final approval/oversight responsibility resting with WHO/DIA. Final proofreading/editing will be carried out by WHO. Final approval authority rests with WHO. Outputs generated via contract deliverables will be the intellectual property of the World Health Organization.

5. Technical Supervision

The selected contractor will work under the supervision of: DIA and INR Coordinator and acting DSI

6. Specific requirements

- Qualifications required: University degree in Journalism, AB or in social or natural sciences. Desirable: Master's degree or above in management, business administration and/or public health

Experience required: At least 5 years’ experience in writing, editing and proofreading reports and publications materials. Experience working with health researchers for report writing including within an international context.

- Skills / Technical skills and knowledge: Excellent in report writing and story development. Expertise in editing/proofreading and familiarity with WHO style is a plus.

- Language requirements: Excellent speaking, reading and writing knowledge of the English language

9. Medical clearance The selected contractor will not be expected to provide a medical certificate of fitness for work.

10. Travel The contractor is not expected to travel during his/her consultancy period.
