Objectives of the programme

The Department of Administration and Finance provides region-wide support on the full range of administrative, financial, Information Technology, personnel, and procurement matters. The Information Technology and Communications unit provides oversight and support to Country Offices in the region on all ICT matters, to ensure that all staff members in the region have timely access to information systems in are liable manner for effective programme management within the WHO offices in the SEA regional and country offices. The ICT unit develops software in support of technical programmes and for operational workflow efficiencies. The ICT unit also provides advice and support to member states with regard to ICT aspects of national health programmes.

Description of duties

Under the direct supervision of the Business Solution & Innovation Lead, and broad guidance of the ICT Manager, the incumbent provides support in the following areas:

  • Works with Azure DevOps on the development of the full life cycle of software or applications and to support the build, testing, and deploying software applications and to assist general DevOps-associated tasks that Azure DevOps supports
  • Create and maintain database standards and policies
  • Support database design, creation, and testing activities
  • Manage application schemas, application objects, and application performance in the database
  • Identify and fix application performance issues in the database. Assist in keeping the application up and running with good performance
  • Defining and implementing event triggers that will alert on potential database performance or integrity issues Monitoring usage, transaction volumes, response times, concurrency levels, etc.
  • Identifying reporting, and managing database security issues, audit trails, and forensics Designing database backup, archiving, and storage strategy
  • Using Business Intelligence tools and other available resources
  • To produce reports Perform SQL queries - design, code, test, and aggregate the results to create useful information Write technical documents on database content
  • Map various databases used in the organization Develop, design, and analyze data architecture and data warehouses
  • Promote team collaboration, knowledge sharing and effective adaptation of innovative solutions to create cohesion and synergies between the technical units, Programme and ICT teams;
  • Perform other related duties and replace colleagues, as assigned by the supervisor.

Required Qualifications

Education

Essential: Completion of secondary school education supplemented by IT training.

Desirable: Degree in Computer Application and relevant certifications in cloud computing, database management and Business Analytics.

Experience

Essential: At least eight (8) years’ experience in the development of Cloud Computing with DevOps, Database management, deployment of web and mobile applications, and Business Intelligent Desirable:

  • Knowledge of core Cloud Computing services for an Azure/AWS platform.
  • Should have experience in using products such as DevOps, PowerShell and Office 365.
  • Need to be conversant with structured query language (SQL) and relevant database technologies.
  • Familiar with relevant database technologies including SQL Server, MySQL, Oracle, IBMDb2, and MongoDB, among others.
  • In-depth knowledge of at least one programming language and Working knowledge of open-source languages like PHP Familiarity with OOP design principles and experience with third-party libraries and APIs.

Skills

  • Thorough knowledge of modern office procedures and practices.
  • Ability to draft business cases and technical documentation;
  • Ability to handle work in a timely and accurate manner with tact and discretion, as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,234,734 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
