Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education. More about G-6 contracts.

OBJECTIVES OF THE PROGRAMME

The objective of ICT is to connect and empower people through Technology to Sustain Accelerate and Innovate the flagship priorities of SEARO and the global strategies goals (Three Billion Targets) of WHO.

DESCRIPTION OF DUTIES

Under the overall direction of Information and Communications Technology Manager and supervision of Business Solution & Innovation Lead and broad guidance of the Director Administration and Finance, the incumbent provides support in the following areas:

1. Contribute in the development, implementation and maintenance of innovative, sustainable and quality software solutions. It will include following activities:

a. Design, Develop, Test and Implement new software solutions and maintain existing solutions to meet planned & approved user requirements in collaboration with other team members (Business Analyst & DBA/QA).

- Prepare all relevant system technical documentation, including but not limited to, system & database design models, mock-ups, data dictionaries, change log entries, etc

- Ensure maintaining appropriate audit logs and error handling in the solutions. Also, to ensure proper source code management using the standard available tools.

- Implement latest & feasible technological solutions in the assigned projects (eg. Cloud solutions, Machine Learning/AI, Mobile Technologies, etc.)

- Collaborate & share among fellow team members the technical solutions developed; to encourage peer learning.

2. Development & Implementation of technical solutions for

- Workflow automation processes & e-Services (using On-Prem as well as Cloud Sharepoint versions)

- API development for better reusability & reduce redundancy. Also to allow integration between different solutions and upcoming BMS.

- User Authentication & Authorization - applying Multi-factor Authentications (MFA) & SSO for corporate applications (as per the standard guidelines)

- Reports & Dashboard development using appropriate tools (MS SSRS, Power BI, Tableau, etc)

3. Provide technical guidance in case of an outsourced application development - to the requesting office as well as the external development team (keeping informed on the WHO IT Standards and development policies). Also ensure an appropriate Knowledge transfer, wherever applicable.

4. Participate as a team member in regional and global system implementation initiatives. This includes providing software installations, customizations, and development of interfaces to link and integrate existing data repositories to the greatest extent possible.

5. Assist in performing cost-benefit analysis or any other required research aimed at finding the best technological solution for implementation. Participate in the assessment, acquisition, deployment and life-cycle management of commercial off-the-shelf software solutions.

6. Assist users and technical support providers in identifying source of problems and in developing short term and long-term solutions to those problems.

7. Report the progress status on all duties performed on regular basis to the supervisor; to enable consolidated reporting to Regional IMT Manager on overall progress.

8. Serve as a back-up for other team members in the Applications team in their absence.

9. Carry out any other duties relevant to the job, as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: - Secondary School education supplemented by relevant courses in Information Technology - Formal training in Software Development using standard programming languages Desirable: - Specialized training in IT project management and service delivery (ITIL).

Experience

Essential: At least 8 years' of progressively responsible experience in development of software applications. Including some years of experience working on industry standard application development languages & tools. Desirable: Experience in WHO, other international organization or a UN Agency would be an advantage

Skills

- Good practical experience in designing, development, maintenance and hosting of software applications. - Practical experience of working on the following Microsoft technologies:o MS Dot Net using C#, VB.Net, ASP.net, Dot Net Coreo MS Sharepoint (On Premises as well as Sharepoint Online)o MS SQL Server (including SSRS & SSIS)o MS Power BI/Tableau- Practical experience in developing & implementing web APIs.- Expert Data handling and reporting skills - Good problem solving and analytical skills. Ability to think and act quickly under pressure - Good communication skills & ability to meet deadlines. Good Team working skills - Knowledge of best practices & standards of ICT, including ITIL.- Knowledge of WHO application development, hosting and security standards, policies & guidelines is an advantage.- Experience working on DevOps, cross-platform mobile application development will be an advantage

Other skills (eg. IT): Knowledge of use of modern office automation equipment, namely Multi-function devices and Good working knowledge of GSM

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,035,979 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
