Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The AMR Technical Specialist reports directly to the Assistant FAO Representative (Programme).

Technical Focus

Philippines has been one of the target countries of the project “Engaging the food and agriculture sectors in sub-Saharan Africa and South and South-east Asia in the global efforts to combat antimicrobial resistance using a One Health approach” (GCP/GLO/710/UK) which ended on the 31st December 2022.

The phase II new project, entitled “Engaging the food and agriculture sectors in Sub-Saharan Africa, and South and South-East Asia to generate data-for-action to combat antimicrobial resistance using a One Health approach” (GCP/GLO/1092/UK) started on 1st October 2022 and will end on 31st March 2025. The new project has been designed building on what was achieved through the GCP/GLO/710/UK project and will follow the same approach of focusing the resources and activities at regional and country level targeting the same 12 countries, namely Bangladesh, Cambodia, Ethiopia, Ghana, Kenya, Lao PDR, Philippines, Sudan, Tanzania, Vietnam, Zambia, and Zimbabwe. The main outcome from this project is increased and improved data generation (AMR specific and sensitive), their analysis, sharing, and utilization for evidence-based decision making within the food and agriculture sector, and will be achieved through the following outputs: 1)Strengthen laboratory and surveillance capacities and related data management infrastructures of the food and agriculture sector to generate, collect, and share data on AMR, AMC, and antimicrobial residues, and actively contribute to integrated AMR surveillance; 2)Antimicrobial use practices and good practices that reduce AMR transmission along the food chain promoted in food and agriculture; 3) Evidence based AMR economic argument in the food and agriculture sectors developed and documented to support decision making; 4) Antimicrobial policies and governance enhanced to minimize the role of sub-standard and falsified (SF) antimicrobials in food and agriculture and 5) Country owned processes and collaborative initiatives for implementation of multi-sectoral One Health AMR National Action Plans (NAPs) supported.

Tasks and responsibilities

The AMR Project Technical Specialist reports to the Assistant FAO Representative (Programme) and works under the day-to-day technical guidance of the AMR Fleming Fund (GCP/GLO/1092/UK) RAP Regional Coordinator, and in close coordination with the Regional Office for Asia and the Pacific (RAP) AMR team, the Senior Animal Health and Production officer, and the project Lead Technical Officer and Global Project Coordination team at FAO Head Quarters. The consultant will perform the following tasks:

• Serve as the FAO national Antimicrobial Resistance (AMR) focal point and ensure coordination between FAO-RAP, FAO-Philippines and the Bureau of Animal Industry; • Lead the overall coordination, planning, implementation and reporting for the AMR Fleming Fund 3 project in the Philippines; • Develop a work plans & project activities in partnership with the AMR Focal Person of the Bureau of Animal Industry (BAI) and ensure that the work plan aligns with the document, the FAO RAP Regional AMR Strategic Framework and the FAO Action Plan on AMR (2021-2025); • Lead the coordination and implementation of the AMR Fleming Fund project activities, including advocacy initiatives, based on agreed work plan in close coordination with Government counterparts, AMR technical officers in RAP and HQ, and other implementing partners; • Ensure that the FF3 Philippines program includes development and rolling out of data generation interventions at the farm level (Farmer Field School, Implementation of the RAP guideline on AMU data collection) and implementation of a Progressive management pathway (PMP-AMR) workshop for the Philippines; • Review and finalize the AMR surveillance plan, Drug residue work plan, reports on Veterinary Formulary and Good Animal Husbandry Practices for the Philippines; • Liaise with regional field units and local government units, the central laboratory, private sector partners for smooth implementation of AMU and AMR activities in the Philippines; • Monitor progress & expenditures against the AMR Fleming Fund work plan by tracking activities & targets with periodic review and revisions; • Participate in national and regional meetings of the Philippines Inter-Agency Committee on AMR (ICAMR), multi-stakeholder meetings related to Antimicrobial Use (AMU), AMR and residue monitoring on behalf of FAO, and FAO regional AMR program coordination meetings; • Prepare Philippines AMR activity updates and provide presentations or contributions to regional AMR initiatives, as needed; • Contribute as needed, to the development of the RAP AMR • Represent FAO in various meetings and activities on animal health and food safety. • Provide technical support on AMR related activities and support harmonization among AMR projects being delivered at national level and in the region including Engaging the food and agriculture sectors in sub-Saharan Africa and South and South-east Asia in the global efforts to combat antimicrobial resistance using a One Health approach (GCP/GLO/1092/UK), Technical assistance for animal health systems to minimize the impacts of antimicrobial resistance in Asia (OSRO/RAS/003/USA), FAO-WHO-WOAH Working together to fight AMR (NJP/RAS/ 399/EC), and Implementation of Codex standards to support containment and reduction of foodborne antimicrobial resistance (AMR) (GCP/GLO/505/ROK); • Assist in ensuring a programmatic approach in supporting technical areas (Improved Sustainable Livestock Production and APHCA, AMR, Disease prevention and control (zoonoses & TADs), and Expanding OH beyond animal & public health stakeholders) being implemented by the RAP Animal Health and Production Module (AHP) and One Heath Regional Program Priority Area; • Prepare web articles and support reporting against RAP’s One Health, livestock, animal health and production indicators, results and activities linked to the 2022-2023 biennial work plan, and the Quadripartite One Health Joint Plan of Action; and • Carry out other relevant duties within his/her technical competence as requested.

Minimum Requirements

• The candidate must be a graduate of Doctor of Veterinary Medicine • At least 5 years of work experience related to the implementing projects on animal health • Working knowledge (C1) of English • A National of Philippines
