JOB TITLE: Anticipatory Action Consultant – Implementation & Capacity Strengthening

TYPE OF CONTRACT: TDY / short term consultancy UNIT/DIVISION : Programme & Policy, Mauritania Country Office DUTY STATION : Nouakchott DURATION: 3 months (October – December 2025)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT : The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. Climate change multiplies existing threats to food security, hunger, and malnutrition. The impacts are disproportionately felt by the most vulnerable communities, the majority of whom live in fragile areas prone to natural hazards, ultimately putting hundreds of millions of people at risk. WFP Mauritania is implementing a climate action portfolio including Anticipatory Action (AA), micro-insurance (AICRM), and macro-insurance (ARC Replica). WFP Mauritania Country office seeks short-term / temporary duty assignment to support preparation for the 2026 drought season: ensuring that WFP Mauritania is ready to act on drought forecasts, with anticipatory assistance in the coming season (Feb-May 2026). The temporary duty assignment will focus on: 1. Ensuring operational readiness for AA, which depending on forecasts for the 2026 drought season could be implemented Feb-May 2026. 2. Support institutional integration and capacity strengthening of the relevant government branches working with WFP to anticipate droughts in 2026. 3. Strengthen the quality and coherence of planned AA interventions. 4. Support monitoring and knowledge management of AA. This assignment is in the Programme unit and reports to the CO AA Coordinator and the Deputy Country Director.

ACCOUNTABILITIES/RESPONSIBILITIES : Within delegated authority, the consultant will: 1. Operational readiness ahead of 2026 season • Ensure timely delivery readiness actions ahead of any 2026 activation (e.g. FLA preparation, targeting, preparation of SBCC messaging). • Support CP training and readiness for activation ahead of predicted drought in 2026. • Facilitate the establishment of an internal cross-unit task force which will meet regularly during any activation (CBT, RAM, EPR, Procurement). • Support any inter-agency efforts with partners also working on AA 2. Capacity Strengthening • Support execution of AA CS activities as per the approved workplan. • Organize and deliver tailored AA training sessions for CSA, ONM, and other partners. • Adapt and contextualize AA training modules for Mauritania. • Support training of trainers (ToT) and institutional coaching. 3. Quality and coherence • Support the finalization of the Drought Anticipatory Action Plan (AAP) before the end of 2025, ensuring that all relevant units at country office and regional level are involved. • Ensure that partners at national level are involved in the AAPs development, ensuring that WFP activities complement the plans of other organizations and the government in the event of a predicted drought • Support the approval process of the AAP, ensuring that there is official approval by the end of 2025, ahead of the 2026 drought season • Support the sharing and dissemination of the AAP, ensuring that all relevant parties are informed of its approval and existence, ahead of any activation. 4. Monitoring and Knowledge Management • Develop a TOR for a case study on WFP’s AA capacity strengthening support in Mauritania using the CCS-AA tool, and documenting any good practices on capacity strengthening efforts; • Support strengthening M&E framework and tools in collaboration with RAM and RCCC ahead of potential 2026 activations; • Support end of year reporting efforts such as contributions to the AA annual report for WFP; • Support CRF inputs ahead of the end of year ACR preparation (COMET, ACR narrative, etc) ; • Support reporting and visibility of Austrian grant and other AA funding; • Contribute to OCHA/CERF and ECHO engagement, including presentations and talking points, and funding proposals ; • Support content development for AA dissemination (articles, videos, comms toolkit).

DELIVERABLES AT THE END OF THE CONTRACT: • Finalised, validated and approved drought AAP (including internal operational readiness annexes, that have been shared internally) . • Published AAP summary and knowledge/communication product (e.g. country capacity strengthening case study). • Finalized 2025 AA annual report contribution for Mauritania
