Operational Context India currently hosts more than 261,000 refugees and asylum seekers. These include some 91,000 Sri Lankan refugees and 73,400 Tibetans directly assisted by the Government of India. There are 47,881 individuals registered under UNHCR’s mandate primarily from Afghanistan, Myanmar, and other countries. In addition, around 49,000 Myanmar nationals have sought refuge in the Northeast of India and live in a refugee-like situation. UNHCR works with the Government of India to offer protection and find solutions for refugees and asylum seekers.
UNHCR India focuses its efforts on three core objectives: mandate-critical protection and solutions work; lifesaving and emergency activities with a focus on the most vulnerable; and essential resource mobilization and advocacy for protection and inclusion.
With refugees and asylum seekers spread across 13 different locations across the country, UNHCR relies on its 8 NGO partners for support. It funds activities that complement or facilitate access to essential services and assist the most vulnerable people with humanitarian assistance. UNHCR also works with various partners and key stakeholders to advocate for greater inclusion of refugees and asylum seekers as part of the UN Sustainable Development Goals (UNSDG). The office is engaged in advocacy with the government to support the development of a national framework for refugee protection, and advocates on issues related to the use of alternatives to detention, access to documentation amongst other key areas. UNHCR’s office is in New Delhi and has a field presence in Chennai, Tamil Nadu State.
Background of the Project: Many persons fleeing conflict, violence or persecution are compelled to move irregularly to seek protection. For this, they often resort to the services of smugglers. In these circumstances, refugees are particularly vulnerable to being trafficked or to falling victim to serious crimes and human rights’ violations.
UNHCR India is strengthening its work around prevention and response to trafficking of asylum seekers and refugees. As part of this initiative, UNHCR India intends to develop and test trafficking identification and response tools, build capacity of communities and partners, map relevant stakeholders for referrals for support to persons at risk or victims of trafficking.
In this regard UNHCR is offering a short-term consultancy to support developing and roll out of the identification tool kit.
Purpose and Scope of Assignment:
Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:
The main activities proposed as part of the consultancy would be:
• Designing risk assessment/context analysis tool: This will involve reviewing the tools developed by other UNHCR operations and adapting them to the Indian context to be further used by UNHCR and partners during regular registration, Refugee Status Determination and Protection activities • Mapping resources, partners and other stakeholders: Identify stakeholders and partners working on the issue of prevention and response to trafficking in order to build a referral mechanism • Testing vulnerability screening tool: Test the tools developed in collaboration with registration, RSD and protection teams • Establishing safe referral pathways for victims of trafficking or persons at risk of trafficking • Training and capacity development of partners and communities on addressing risks of trafficking and for response and support to Victims of Trafficking • Data and impact: Collect data and information on the activities implemented, as well as on the situation (e.g., through focus group discussions with refugee communities including by conducting field missions, strengthen data collection in UNHCR’s corporate tool proGres V4, support drafting of reports, situation analysis).
Monthly fee: INR 128.719.00
