Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with centres, offices and divisions at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAP develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships and supports capacity development and resource mobilization for food security, agriculture and rural development in the region. Combatting antimicrobial resistance (AMR) has long been a priority for FAO, the Tripartite, European Commission, and a high level of political commitment has been mobilized within the G7, G20, United Nations (UN) and international organizations. To promote political commitment, good governance, and assist with developing relevant capacities across sectors to address AMR, FAO in collaboration with the Tripartite is commencing an EU funded project 'Working together to fight antimicrobial resistance (AMR)' with nine Asian countries. The position is located in the Regional Office for Asia and the Pacific in Bangkok, Thailand.

Reporting Lines The Animal Production and Health Officer (Regional AMR-One Health Coordinator) reports to the Senior Animal Health and Production Officer, Animal Health and Production Module, RAP.

Technical Focus Technical and policy support to “One Health” and activities to combat anti-microbial resistance (AMR).

Key Results Comprehensive technical and policy expertise to support the planning, development and implementation of regional programmes, projects, products and services in accordance with the regional objectives and the FAO Strategic Framework.

Key Functions • Plans and leads components of multidisciplinary teams; leads and/or participates in internal committees, project teams and working groups; provides specialized expertise on technical networks and/or international technical policy and standard setting bodies. • Develops technical, analytical, monitoring and reporting frameworks and related methodologies, tools, systems and databases, etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services. • Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise. • Responds to country requests for technical and policy assistance; provides technical advice, assistance and solutions to Decentralized Offices; provides technical backstopping to field projects. • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within Members such as policy support, organizational development and individual learning events, including preparation of related information, learning materials and online tools. • Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings. • Participates in resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions • Leads the overall coordination, management, planning, implementation, financial monitoring and reporting for the Tripartite proposal to the EU for a Partnership Instrument entitled 'Working Together to Fight Antimicrobial Resistance'. • Leads establishment and convening the project Steering Committee and Technical Advisory Board as well as coordination among the Regional Tripartite (OIE-RRAP and OIE-SRRSEA, WHO-SEARO and WHO-WPRO as well as UNEP), European Union Representation in Thailand, as well as EU and Tripartite Country Delegations and Representations in participating countries. • Facilitates AMR One Health work plan development, national level activities, budgeting - timelines for China, India, Indonesia, Japan, South Korea, Malaysia, Philippines, Thailand - Viet Nam based on the project Description of Action. • Leads preparation of project reports (technical - financial), updates and other reporting requirements in compliance with FAO and EU requirements. • Monitors project technical and financial implementation and advises on necessary adjustments to the regional or national project work plans and activities. • Leads coordination, production and dissemination of joint Tripartite plus UNEP and EU visibility and awareness products, guidelines or other products developed through the project communication and visibility plan and communication strategy. • Supports management and provides technical guidance to other FAO EU project staff, and more broadly, contributes to and supports FAO AMR focal points for any AMR projects in the region. • Ensures close coordination with other FAO AMR projects being implemented in the region and ensures this work is harmonized with and contributes to the FAO AMR Action plan, the FAO RAP Biennial work plan, the OH Program Priority Area, the Association of Southeast Asian Nations (ASEAN) Strategic Framework to Combat AMR through One Health Approach (2019-2030) and monitoring/reporting requirements of FAO. • Provides updates about the Tripartite project entitled 'Working Together to Fight Antimicrobial Resistance' as required. • Supports the Senior Animal Health and Production Officer to deliver the RAP Animal Health and Production Module (AHP) and One Heath Regional Programme, including providing technical advice and policy assistance to country offices, backstopping projects, reviewing/developing concept notes to support additional AMR programming in the region. • Performs other duties as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in One Health, veterinary science, medicine, public health, wildlife, biomedical sciences or a related field. • Seven years of relevant experience in national and/or regional One Health programmes or activities providing support to multiple disciplines, stakeholders or ministries. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent and relevance of experience in formulation, implementation, monitoring and management of One Health, wildlife, livestock and/or AMR or zoonotic disease prevention and control. • Extent and relevance of experience in working with counterparts from the ministries responsible for forestry, natural resource management, wildlife, environment, livestock, veterinary services, food safety and public health. • Understanding of FAO policies and programmes. • Extent and relevance of experience in zoonotic disease prevention and control, One health programmes and coordination, collaboration with regional organizations, ASEAN, the South Asian Association for Regional Cooperation (SAARC), Tripartite partners and other relevant bodies in Asia and the Pacific. • Extent and relevance of experience in liaising and communicating with partners and institutional contexts and represent RAP where appropriate. • Demonstrated ability to conduct stakeholder consultations.
